[WT논평] How to constrain Iran and North Korea

On the surface, Iran and North Korea could hardly be more different. The former is a Middle Eastern theocracy, its ideology based on a bellicose reading of Islamic scripture. The latter is Asian and atheist, its ideology, Juche, loosely rooted in Stalinism. But scratch the surface, and you’ll find significant similarities.

Both have “supreme leaders” whose power it is unsafe to question. Both are egregious violators of fundamental human rights. Both see the United States as their arch enemy. Both pose proliferation problems from hell.

Imagine a world in which both North Korea and Iran can wipe out cities in America or anywhere else. What concessions would be made to prevent such an eventuality? What gestures of appeasement would be offered? What tribute would be paid? Is there anyone who does not regard this outcome as contrary to the vital national security interests of the United States?

Pyongyang also is working on ICBMs and launched one that could hit Alaska. There is evidence to suggest that Iran and North Korea are cooperating in these endeavors.

Crippling ? not just symbolic ? sanctions should be imposed on North Korea. Those doing business with North Korea need to be informed that they can no longer do business in the U.S. This will inflict additional pain on ordinary North Koreans. But the future of their children and grandchildren will be brighter following the fall of the Kim dynasty.

Finally, the supreme leaders of both Iran and North Korea should be given reason to worry that the United States has military options it can exercise ? options that could put a quick and surgical end to their regimes.

북한과 이란을 어떻게 억제할 것인가

표면적으로 이란과 북한은 더 이상 다를 수가 없다. 전자는 중동의 신정체제로 그 이념이 이슬람 경전의 호전적 해석에 바탕을 둔다. 후자는 아시아의 무신론 국가이며 그 이데올로기인 주체사상은 스탈린주의에 느슨하게 뿌리를 내리고 있다. 그러나 표면을 긁으면 중요한 유사점들을 찾을 수 있다.

두 나라는 의문의 여지가 있는 권력을 행사하는 “최고지도자”를 모시고 있다. 두 나라는 기본 인권을 지독하게 유린하고 있다. 두 나라는 미국을 자기네 최대의 적으로 본다. 두 나라는 최악의 핵확산 문제를 제기한다.

북한과 이란 두 나라가 미국이나 여타 지역의 도시들을 완전히 없애버릴 수 있는 세상을 상상해보라. 그런 결과를 막기 위해서 어떤 양보를 하게 될까. 어떤 유화 제스처를 하게 될까. 어떤 공물을 바칠 것인가. 이런 결과가 미국의 사활적인 국가안보 이익과 반대된다고 생각하지 않는 사람이 과연 있을까.

평양은 또한 대륙간탄도미사일 개발 작업을 하고 있으며 알래스카를 타격할 수 있는 미사일을 한 개 발사했다. 이란과 북한이 이런 여러 가지 노력에서 협력하고 있다는 것을 암시하는 증거가 존재한다.

북한에 심한 손상을 주는(단지 상징적이 아니다) 여러가지 제재를 가해야 한다. 북한과 사업거래를 하는 단체나 개인에게는 미국 안에서 그들이 더 이상 사업을 할 수 없다는 사실을 통보해줄 필요가 있다. 이런 조치는 일반 북한 주민들에게 추가로 고통을 줄 것이다. 그러나 그들의 자녀들과 손자들의 미래는 김 왕조가 몰락한 뒤에 더욱 밝아질 것이다.

끝으로 미국이 보유하고 행사할 수 있는 군사적 선택방안들 즉 그들의 정권을 신속하고 정확하게 끝장낼 수 있는 선택방안을 걱정할 이유를 이란과 북한의 최고지도자들에게 제공할 필요가 있다.
