[WT논평] When unhappy voters threaten the status quo

Can it happen here? It is happening in Europe, where French polls show that the National Front’s Marine Le Pen would win the election for president if elections were held tomorrow. Something like it has happened in Italy, where an anarchist comedian, the happily named Beppe Grillo, garnered 25 percent of the vote last year. Most spectacularly, it almost happened in the United Kingdom last month. What am I talking about? An election in which the lowly voters overcome the professional pols and vote their minds. Now there is evidence that it can happen here.

In the United Kingdom last month, 45 percent of Scottish voters voted “yes” to break up their union with England, a union that has endured more than 300 years. Eight-five percent turned out to vote. Only a last-minute rescue mission by the leadership of all of London’s political parties saved the United Kingdom, but at a high price.

Owing to London’s promises, the Scots have come very close to home rule. Can Northern Ireland and Wales be far behind? Moreover, the United Kingdom’s professional pols face another challenge in next year’s elections, when its Euro-skeptics again challenge them. The Conservative Party, Labor and the Liberal Democrats then will have to contend with their dynamic fourth party, UKIP, which already has 24 of Britain’s 73 seats in the European Parliament. UKIP is the broadly conservative and libertarian party to the right of the Conservative Party. It has a rough equivalent on this side of the Atlantic, the Tea Party.

The United Kingdom is already listening to its roots, the divisive “yes” vote in Scotland and UKIP with its 24 voices in the European Parliament. London’s professional pols have reason to fear for their livelihoods.

The Spectator of London argues, “The Westminster system is broken, because it has been taken over by professional politicians who focus on their opposite numbers rather than on the people they’re supposed to represent.” And The Spectator counsels that the professional pols follow their roots.

It is the start of a new political order, one in which people want bold ideas to get out of what they see as a political and societal morass.” In the United Kingdom, the 45 percent “yes” vote and UKIP are seen by some as “the start of a new political order.” Can it happen here? In both parties, we have the ingredients for that new order. Might the socialist left in the Democratic Party and the Tea Party in the Republican Party compose the voices of the future?

그런 일이 여기서도 일어날 수 있을까. 그 일은, 오늘 선거가 치러질 경우 국민전선당의 마린 르펜이 승리하리란 것을 프랑스의 각종 여론조사가 보여주는 유럽에서 일어나고 있다. 그런 일이 이탈리아에서 일어났다. 이탈리아에서는 베페 그릴로란 적절한 이름이 붙은 무정부주의자 코미디언이 지난해 25%의 득표율을 기록했다. 지난달 영국에서 그 일이 거의 일어날 뻔했던 것이 가장 극적이었다. 필자는 무엇을 말하는가. 미천한 유권자들이 전문 정치가들을 누르고 자기네 마음에 따라 투표한 선거를 말한다. 이제 그 일이 이곳에서 일어날 수 있다는 증거가 있다.

지난달 영국에서 스코틀랜드 주민 45%가 잉글랜드와의 연합에서 탈퇴하는데 “찬성” 표를 던졌다. 연합은 300년 이상 지속되었다. 85%가 투표를 하러 나왔다. 런던의 모든 정당 지도부가 마지막 순간의 구원 임무에 나서 겨우 영국을 구했지만 높은 대가를 치러야 했다.

런던의 여러 가지 약속 덕분에 스코틀랜드 주민들은 자치에 매우 가까이 다가섰다. 북아일랜드와 웨일스가 멀리 뒤에 처질 수 있을까. 더욱이 영국의 전문 정치가들은, 유로 회의론자들이 그들에게 다시 도전하는 다음해 선거에서 또 한 차례 도전에 직면하게 된다. 보수당, 노동당, 자유민주당은 그때 역동적인 제4당인 유킵(UKIP)과 경쟁해야 한다. 유킵은 유럽의회의 영국 의석 73석 가운데 24석을 이미 차지하고 있다. 유킵은 넓게 보아 보수적이면서 자유주의적인 정당으로 보수당보다 더 오른쪽에 있다. 유킵은 대서양 이편의 티파티 운동과 대략 같다.

영국은 스코틀랜드의 분리주의 “찬성” 투표와 유럽의회에 24석의 의석을 가진 유킵 등 자국 풀뿌리들의 목소리에 이미 귀를 기울이고 있다. 런던의 전문 정치인들은 자기네 생계를 걱정할 이유가 있다.

런던의 스펙테이터는 이렇게 주장한다. “웨스터민스터 체제는, 자기네가 대표해야 하는 국민보다는 자기네 상대정당의 경쟁자들에게 초점을 맞추는 전문 정치인들에게 점령당했기 때문에 깨졌다.” 또 스펙테이터는 전문 정치인들이 자기네 뿌리를 따르라고 권고한다.

그것은 새로운 정치 질서의 시작이다. 이는 국민들이 정치적 및 사회적 난국으로 보는 상황에서 빠져나오기 위한 대담한 발상을 원하는 정치 질서다. 영국에서는 45%의 “찬성” 표와 유킵이 “새로운 정치 질서의 시작”이라고 일부 사람들은 생각한다. 그런 일이 여기서 일어날 수 있을까. 우리는 그런 새로운 질서의 여러 구성요인들을 두 정당 안에 갖고 있다. 민주당의 사회주의 좌파와 공화당의 티파티가 미래의 목소리를 함께 만들어낼 가능성이 있는 것일까.
