[WT논평] Throw the rascals out

Polls indicate that the public is so disgusted with Washington politicians of both parties that a surprisingly large proportion of the people would like to get rid of the whole lot of them.

It is certainly understandable that the voters would like to “throw the rascals out.” But there is no point in throwing the rascals out if we are just going to get a new set of rascals to replace them.

In other words, we need to think about what there is about current political practices that repeatedly bring to power such a counterproductive set of people. Those we call “public servants” have, in fact, become public masters ― and they act like it.

They squander ever more vast amounts of our tax money, and still leave trillions of dollars of national debt to be paid by our children and grandchildren. They intrude into our private lives with ever more restrictions, red tape and electronic surveillance. They turn different groups of Americans against each other with class-warfare rhetoric and policies.

None of this is inevitable. In fact, this pattern is largely the culmination of political trends set in motion during the 1930s and reaching a climax today. During the 1920s, the national debt was reduced and the role of government scaled back. Unemployment went as low as 1.8 percent.

President Calvin Coolidge, with every prospect of being re-elected in 1928, declared simply: “I do not choose to run.” Later, in his memoirs, he explained how dangerous it is to have anyone remain too long in the White House, surrounded by flattery and insulated from reality. What a contrast that attitude is with the attitude of the current occupant of the White House.

The contrast extends beyond these two presidents. What we have today that we did not have in the early history of this country is a permanent political class in Washington - a Congress and an ever-growing federal bureaucracy composed of people who have become a permanent ruling class.

The rise of the permanent political class in Washington came with the rise of a vast government apparatus with unprecedented amounts of money and power to control and corrupt individuals, institutions and the fabric of the whole society.

The first giant steps in this direction were taken in the 1930s, when the Great Depression provided the rationale for a radically expanded role of government that Franklin D. Roosevelt and his followers had believed in before there was a Great Depression.

국민들이 워싱턴의 양당 정치인들을 매우 역겹게 생각하여 놀라울 정도로 많은 비율의 사람들이 워싱턴 정치인 전부를 쓸어내고 싶어 하는 것으로 여론조사 결과 나타났다.

유권자들이 “악당들을 몰아내고” 싶어 하는 것은 분명히 이해할 만하다. 그러나 우리가 쓸어낸 악당들을 새로운 무리의 악당들로 교체하기 위해 워싱턴 정치인들을 몰아내는 것은 의미가 없다.

다시 말해서 우리는 현재 정치관행의 어떤 점이 그런 비생산적인 사람들의 집단을 반복적으로 권력의 자리에 앉히는지 생각해볼 필요가 있다. 우리가 “국민의 하인”이라고 부르는 사람들이 사실은 국민의 상전이 되어 실제로 그렇게 행동하고 있다.

그들은 우리가 세금으로 낸 돈을 더 많이 탕진하고 수조 달러의 국가 부채를 우리의 자녀들과 손자들에게 지불하도록 물려주고 있다. 그들은 점점 더 많아지는 제한조치와 번거로운 행정절차 및 전자감시를 통해 우리의 사생활을 간섭하고 있다. 그들은 계급전쟁 발언과 정치를 통해서 다른 미국인 집단들이 서로 대항하도록 부추기고 있다.

이 모든 것은 피할 수 없는 것이 아니다. 실제로 이런 패턴은 대부분 1930년대에 시작되어 오늘날 절정에 도달한 몇 가지 정치 추세의 정점이다. 1920년대에는 국가부채가 감소했고 정부의 역할은 축소되었다. 실업률은 1.8%까지 낮아졌다.

모든 면에서 1928년 재선이 유력시되었던 캘빈 쿨리지 대통령은 이렇게 간단하게 선언했다. “나는 입후보를 선택하지 않는다.” 나중에 회고록에서 쿨리지는 아첨으로 도배되고 현실과 단절된 사람이 백악관에 너무 오래 머무는 것이 얼마나 위험한가를 설명했다. 현재 백악관을 차지한 사람과 쿨리지의 태도는 커다란 대조를 이룬다.

대조는 이 두 대통령의 너머까지 연장된다. 이 나라 역사의 초기에는 없었으나 지금 우리가 갖고 있는 것은 미 의회라는 워싱턴의 영구적인 정치계급과 점점 커지는 연방관료체제다. 관료체제는 영구 지배계급이 되는 사람들로 이루어져 있다.

방대해진 정부 기구의 등장과 더불어 워싱턴에 영구적인 정치 계급이 나타났다. 정부 기구는 관리해야 하는 전례 없이 많은 돈과 권력, 부패한 개인들, 사회 전체의 각종 제도와 조직으로 구성되었다.

급격한 정부 역할 확장의 이론적 근거를 제공한 대공황 때였던 1930년대에 이런 방향으로 첫 번째 거대한 조치들이 취해졌다. 프랭클린 D 루스벨트와 그의 추종자들은 대공황 발생 이전부터 이런 정부 확장을 신봉했다.
