[WT논평] EPA’s global-warming power grab

Scientific scandals and record snowfalls have begun to melt away the congressional appetite for more global-warming regulations. On Sunday, to take the latest example, a major scientific journal admitted that “oversights” compelled the retraction of its conclusion that sea levels were rising as a result of increased worldwide temperatures. Reports of this sort make it increasingly difficult for members of Congress to enter iced-over districts to ask their constituents to make economic sacrifices in an attempt to appease Mother Earth into favoring us with colder weather.

This does not mean, however, that the left has given up on global warming as a means of exerting more government control over the economy.

To avoid a potentially messy vote, President Obama’s Environmental Protection Agency has turned to the administrative rule-making process to impose climate-control regulations. In December, the agency made an “endangerment finding” that declared that six gases ― including the carbon dioxide you are exhaling as you read this ― are putting the planet’s well-being in peril. The first major rule based on this finding will be finalized next month.

President George W. Bush’s EPA administrator, Stephen L. Johnson, warned that such a finding would result in a major government power grab. “The potential regulation of greenhouse gases under any portion of the Clean Air Act could result in an unprecedented expansion of EPA authority that would have a profound effect on virtually every sector of the economy and touch every household in the land,” he explained.

Fortunately, Mr. Obama’s team might not get away with it. So far, 40 senators have signed on to an effort by Sen. Lisa A. Murkowski, Alaska Republican, to nullify the EPA endangerment finding.

Instead of preventing smokestacks from belching noxious fumes and toxic chemicals harmful to the health of human beings, the agency has made its new enemy No. 1 a cow chewing grass in a field. Citing U.N. Intergovernmental Panel on Climate Change (IPCC) reports, the EPA declared “enteric fermentation” ― a fancy phrase to refer to a cow’s natural emissions in the field ― to be the primary source of methane, which is 20 times more powerful than carbon dioxide in planetary warming.

Given the retractions and revelations of faulty science surrounding the global-warming religion, especially at the IPCC, it’s time to take the issue out of the EPA’s hands so Congress can address it in the open. The Senate should pass Mrs. Murkowski’s disapproval resolution when it comes for an expected vote next month.

미 환경보호국의 규제 강화 시도

과학계의 스캔들과 기록적인 강설이 지구온난화와 관련하여 추가 규제를 하려는 미 의회의 의욕을 녹여 없애기 시작했다. 최신의 사례를 든다면, 과학계의 한 주요 전문지가 전 세계적인 기온 상승의 결과로 해수면이 높아진다는 자기네 결론을 부득이 철회한다는 것을 일요일에 인정했는데 ‘실책’이 그 이유였다. 대자연이 인류에게 더 추운 기후로 은총을 내리도록 회유하는 노력의 일환으로 유권자들에게 경제적 희생을 감수하라고 요구해야 하는 얼음 덮인 영역으로 미 연방의회 의원들이 들어가는 것을 이런 종류의 보고들이 점점 어렵게 만들고 있다.

그러나 이는 좌파가 경제에 대한 정부 통제를 더 강화하는 수단으로서의 지구온난화를 포기했다는 의미가 아니다.

잠재적으로 골치가 아픈 투표를 피하기 위해서 오바마의 환경보호국은 기후·통제 관련 규제를 가하기 위해서 행정부의 법률을 만드는 절차로 방향을 돌렸다. 작년 12월에 환경보호국이 만든 ‘위험 발견’ 규정은 6가지 가스가 지구의 건강을 위협한다고 선언했다. 그 가운데는 이 칼럼을 읽을 때 독자가 내뿜는 이산화탄소가 포함된다. 이 발견 규정에 입각한 첫 번째 중요 규칙이 다음달에 최종적으로 만들어질 것이다.

조지 W 부시 대통령 행정부에서 환경보호국 국장을 지낸 스티븐 L 존슨은 그런 발견 규정이 정부 권력의 대대적인 강화를 초래할 것이라고 경고했다. 그는 이렇게 설명했다. “청정 대기 법의 각 조항에 입각하여 적용될 가능성이 있는 온실가스 규제는 결국 전례 없는 환경보호국의 권한 강화를 초래할 수 있다. 이런 권한 강화는 경제의 사실상 모든 부분에 심각한 영향을 미치고 미국의 모든 가정에 간섭하게 된다.”

다행히도 오바마 행정부는 그런 규제에 성공하지 못할 가능성이 있다. 환경보호국의 위험 발견 규정을 무효화하려는 알래스카 출신 공화당 상원의원 리사 A 머코스키의 노력을 지지한다고 서명한 상원의원의 수가 현재까지 40명에 이른다.

인체에 해로운 유독한 연기와 독성 화학물질을 공장굴뚝이 내뿜는 것을 방지하는 대신 환경보호국은 소가 뜯어먹는 들판의 풀을 새로운 공적 1호로 만들었다. 유엔 정부 간 기후변화 위원회의 몇몇 보고서를 인용한 환경보호국은 소가 들판에서 자연적으로 가스를 방출하는 과정을 어렵게 표현한 ‘장내 발효’가 메탄가스 발생의 주요 원천이라고 선언했다. 메탄가스는 지구의 기온을 높이는 힘이 탄산가스의 20배다.

특히 유엔 기후변화 정부 간 회의에서 보듯, 종교처럼 떠받드는 지구온난화 이론을 둘러싼 과학적 오류가 드러나 주장을 철회하는 상황을 감안할 때 이 문제를 환경보호국의 손에서 빼내 미 의회가 공개적으로 해결하도록 만들 때가 되었다. 미 상원은 머코스키 의원의 거부 결의안이 다음달 예상되는 표결에 부쳐질 때 통과시켜야 한다.
