[WT논평] What has led Mr. Kim come to the table

President Trump, who boasts of mastering “the art of the deal,” says “something very dramatic” could happen at his summit with Mr. Kim.

The president promises that he is “not going to be played” like previous presidents. Indeed, Mr. Trump is entitled to the credit for bringing North Korea to the point of talking about giving up their threats of nuclear annihilation of their adversaries. It’s his tough talk, backed up by the economic sanctions he persuaded the West to put in place, that produced this hopeful moment in time.

There is a lot of history here. Promises have been made and hopes have been dashed. The president seems to understand that, too. He said earlier last week that he would “respectfully walk away” from the summit rather than make a bad deal. He must be carefully prepared for the summit, but not listen too much to incompetents who try to give him too much advice. He can trust his own instincts more.

The historian William Taubman recalls how the wise men prepared Ronald Reagan for his first summit with Mikhail Gorbachev. “They put him through the equivalent of a college course.”

But it was the Gipper’s willingness to walk away from a bad deal at a later summit in Iceland that persuaded the Russians that the old game was over, and the agreement they reached eventually led to the end of the Cold War on American terms.

Mr. Trump must remember who he is dealing with, a brutal dictatorship, and remember Otto Warmbier. He visited Pyongyang and was arrested for trying to take a propaganda poster home with him, and returned to his family in a coma.

The Trump-Kim summit may well be an opportunity to give peace a chance, but deep skepticism and caution must be the order of the day.

대통령은 전임자들처럼 “속지 않을 것”이라고 약속한다. 적들을 핵무기로 전멸시키겠다던 북한이 협박을 포기하겠다는 발언을 하는 지점까지 북한을 유도한 것은 사실 트럼프의 공로이다. 이런 희망적인 순간을 제때에 만든 것은, 서방이 시행하도록 그가 설득한 일련의 경제 제재로 뒷받침된 그의 강경한 발언이다.

여기에는 많은 역사가 있다. 여러 차례 약속이 이루어졌고 여러 차례 희망이 박살났다. 대통령은 또한 그런 사실을 이해하는 듯이 보인다. 그는 나쁜 거래를 하느니 정상회담에서 “정중하게 걸어” 나오겠다고 말했다. 그는 정상회담 준비를 꼼꼼히 해야겠지만 그에게 너무 많은 조언을 하려고 노력하는 무능력자들의 말에 너무 귀를 기울여서는 안 된다. 그는 자신의 여러 가지 직감을 더 많이 신뢰할 수 있다.

로널드 레이건이 미하일 고르바초프와 처음 정상회담을 할 때 현명한 사람들이 그에게 어떤 준비를 시켰는지 역사학자 윌리엄 토브먼은 회상한다. “그들은 대통령에게 대학 과정에 상당하는 경험을 시켰다.”

그러나 과거의 경기방식이 끝났다는 점을 구소련 사람들에게 납득시킨 것은, 훗날 아이슬란드 정상회담에서 나쁜 거래에서 발을 빼겠다는 기퍼의 자발적인 뜻이었고 결국 두 지도자가 도달한 합의는 냉전을 미국의 조건에 따라 종식시키도록 유도했다.

트럼프는 그가 다루는 것이 잔혹한 독재체제라는 점과 오토 웜비어를 기억해야 한다. 웜비어는 평양 방문 때 선전포스터 한 장을 집에 가져오려고 시도하다 체포되어 혼수상태로 가족에게 돌아왔다.

트럼프와 김의 정상회담이 아마도 평화의 기회를 제공할 것이지만 심각한 회의와 주의를 하는 자세가 요망된다.
