[WT논평] Who is receiving Mr. Kim’s illicit weapons?

Kim Jong-un considered his intercontinental ballistic missile test just one of many promised “big and small ‘gift packages’ to the Yankees”. And if we’re going to truly rein in Pyongyang, we’ve got to unwrap every package.

That means pinpointing every buyer of illegal weapons from the Democratic People’s Republic of Korea (DPRK) ? a litany of bad hombres ? and every under-the-table player who could benefit from any of Mr. Kim’s liquidation sales. Because as much as the people of North Korea live in an isolated bubble of misery, the regime has eagerly globalized its nefarious activities.

Stopping North Korea’s regime from unleashing deadly force isn’t just about putting a lid on their ballistic missiles and nuclear warheads, as apocalyptic as even one of those can be in the hands of a madman.

North Korea is believed to have up to 5,000 tons of chemical weapons, according to South Korea’s defense ministry, including sarin. Their bioweapons production is believed to be capable of churning out large quantities of anthrax, and reports have indicated bubonic plague, cholera and smallpox are also on the menu.

Who are North Korea’s friends? Who benefits from Mr. Kim’s Mafia-style profiteering, and contacts the regime’s entrenched network of operatives to tap into illicit cash, sanctioned goods, including valuable minerals, and humans forced into hard labor or sexual slavery?

Who is receiving Mr. Kim’s illicit weapons ? and who might share in his stockpiles in the future?

Pyongyang and Tehran have enjoyed tight ties since the 1979 Islamic Revolution, a friendship forged through oil, ballistic missile development and possible cooperation on their respective nuclear programs.

김정은은 자신의 대륙간탄도미사일을 “양키들에게 주기로 약속한 다수의 크고 작은 ‘선물 꾸러미들’” 가운데 하나에 불과한 것으로 간주했다. 그리고 만약 우리가 진정으로 평양을 억제하려면 모든 꾸러미를 풀어야 한다.

그것은 조선인민민주공화국으로부터 불법적인 무기를 사는 모든 구입자들, 즉 악당들의 긴 명단과 김의 모든 점포정리 세일로부터 이익을 볼 수 있는 모든 비밀 참여자들을 정확히 찾아내는 것을 의미한다. 북한의 주민들이 고립된 가난의 거품 속에서 사는 것에 비례하여 북한 정권은 국제사회에서 각종 범죄행위를 열심히 저질러 왔기 때문이다.

북한 정권이 치명적인 군사력을 풀어놓는 것을 막는 것은 단지 그들의 탄도미사일과 핵탄두만을 억제하는 것에 그치지 않는다. 미친 인간의 손에 들어갈 경우 그런 무기 하나만으로도 종말론적 재앙을 초래할 수 있음에도 그렇다.

한국 국방부에 따르면 북한은 사린을 포함한 최고 5000톤의 화학무기류를 보유한 것으로 믿어진다. 그들의 생물무기 생산은 대량의 탄저균을 만들어낼 역량이 있는 것으로 믿어지며 여러 보고는 선페스트, 콜레라, 천연두 또한 목록에 들어 있다고 지적했다.

누가 북한의 친구들인가. 누가 김의 마피아식 부당이득 도모로 이익을 얻으며 누가 위조지폐, 금지물품, 고된 노동이나 성적인 노예생활을 강요당하는 사람들을 이용하기 위해서 북한 정권의 견고한 공작원 조직망과 접촉하는가. 금지품목 가운데는 몇 가지 가치가 큰 광물이 포함된다.

누가 김의 불법적인 무기를 받고 있으며 그가 비축한 무기를 누가 미래에 나누어 가질 것인가.

평양과 테헤란은 1979년 이란혁명 이래 긴밀한 관계를 누려왔다. 양국의 우호관계는 석유, 탄도미사일 개발, 각자 핵 계획의 가능한 협력을 통해 구축되었다.
