[WT논평] The North Korean “threat”

“The land of the morning calm” is anything but that. The ancient Korean name for the divided peninsula is belied by the tension simmering for nearly 70 years, enlivened with frequent bursts of cross-border invective and sometimes violence.

It threatens to erupt into something worse again, now that the United States has a president who takes seriously the erratic behavior of a dictator. North Korea armed with nuclear weapons is not merely an Asian Syria, but a nation with nuclear weapons of its own. Donald Trump must proceed with a careful eye, a keen ear and stay on the right side of the thin line between bluster and authentic provocation.

Five years as the petulant leader, Kim Jong-un has surpassed his father and grandfather for manufacturing outrage. Three generations of nuclear ambition are reaching fruition with the assistance of a fellow rogue in Iran.

The conjoining of nuclear capability with ballistic missile delivery tests has made the North’s periodic threats to rain nuclear destruction on an American city a greater-than-remote possibility. That’s something that President Trump, with his determination to “make America great again,” refuses to let slide. Aggression anywhere is a warning of aggression everywhere, and like it or not, dealing with it is the unique responsibility of the superpower.

American intelligence has struggled since the ‘90s to gauge with accuracy Pyongyang’s progress toward a functional nuclear weapon, and Kim’s underground explosions and rockets have demolished the smug assurances that there is nothing to worry about. Vigilance is the right response to enemies that bear ill will toward America.

The Trump administration is covering, as it must, a wide range of eventualities. The White House rightly observes that the North Korean “threat” is no threat at all if it is not credible.

북한의 위협에 신중하게 대처하자

‘고요한 아침의 나라’는 그와 거리가 멀다. 분단된 반도의 고대 한국어 명칭은 근 70년 동안 끓고 있는 긴장에 의해 허위임이 드러난다. 국경을 넘는 욕설과 종종 터지는 폭력으로 긴장이 악화된다.

독재자의 일탈행위를 진지하게 받아들이는 인물이 미국 대통령에 취임했기 때문에 긴장은 다시 더 나쁜 상황으로 폭발할 위험이 대두된다. 핵으로 무장한 북한은 단지 아시아의 시리아가 아니라 자체 핵무기를 가진 나라다. 트럼프 대통령은 조심스럽게 살피고 예리하게 들으며 진행하고 엄포와 진정한 도발 사이의 가는 선의 올바른 쪽에 머물러야 한다.

심통 사나운 지도자인 김정은은 잔인무도한 일을 벌이는 면에서 5년 동안에 자기 아버지와 할아버지를 능가했다. 3대에 걸친 핵 야망이 이란의 동료 불량정권의 지원을 받아 결실에 도달하고 있다.

미국의 한 도시에 핵 파괴를 비처럼 뿌리겠다는 북한의 주기적인 협박은 핵 역량과 탄도미사일 운반 실험의 결합으로 요원한 가능성의 단계를 훨씬 넘어섰다. “미국을 다시 위대하게 만들겠다”는 결의를 다지고 있는 트럼프 대통령은 그런 상황을 무시하기를 거부한다. 어떤 곳의 침공은 모든 곳의 침공에 대한 경보이며 좋든 싫든 김정은에 대처하는 것이 초강대국 특유의 의무다.

미국의 정보당국은 작동하는 핵무기를 향한 평양의 진전을 정확히 파악하기 위해 1990년대 이후 노력해 왔으며, 김정은의 지하 폭발실험과 로켓은 걱정할 것 없다고 자신만만해 하던 확신을 깨뜨렸다. 미국에 악의를 품은 적들에 대한 올바른 대응은 경계다.

트럼프 행정부는 마땅히 그래야 하는 바와 같이 여러 가지 만일의 사태에 광범하게 대비하고 있다. 백악관은 북한의 ‘위협’이 믿을 만한 것이 아닐 경우 아무런 위협도 안 된다는 올바른 의견을 밝힌다.
