[WT논평] Regulations are a lot like taxes

There’s a lot to be said about government regulation ? and much of it not good. Some regulation, given that human nature is what it is, is necessary. But sometimes it seems there’s little difference between the government telling you how to spend your money and the government just taking it. Regulations are a lot like taxes.

The Phoenix Center for Advanced Legal & Economic Policy Studies produced an analysis several years ago called “Regulatory Expenditures, Economic Growth and Jobs,” which its authors said demonstrated how responsible cuts to the federal regulatory budget would produce significant growth in the U.S. domestic product, and the consequent creation of private sector jobs.

Recently, the Phoenix Center has a follow-up study attempting to determine the “cost per regulator” on the gross domestic product and job creation in the private sector. Like the earlier Phoenix Center study, the new survey shows how shrinking the regulatory regime can produce real economic growth. Among the findings is that a 10 percent reduction in the total federal regulatory budget ? about $5.6 billion ? will produce an additional $1.2 trillion in the gross domestic product over the next five years.

On average, the Phoenix Center says, “a 10 percent reduction in the regulatory budget ? which implies a return to pre-Obama levels ? leads to an increase of 3 million new private sector jobs per year.”

If a relatively modest 10 percent reduction in the regulatory budget implies a $45 gain for every $1 decline, then a serious effort at regulatory reform could be a rich, untapped vein of savings.

The Trump administration is off to a good start with regulatory reform, but there’s more to be done. It must do it faster. Congress should help.

정부 규제에 관해서는 할 말이 많으며 규제의 많은 부분이 좋지 않다. 인간의 실제 천성을 감안할 때 일부 규제는 필요하다. 그러나 정부가 당신의 돈 지출 방식을 일러주는 것과 정부가 당신의 돈을 그냥 가져가는 것 사이에 별 차이가 없어 보이는 경우가 종종 있다. 규제는 세금과 많이 비슷하다.

피닉스 선진 법률 및 경제 정책 연구소는 “규제용 지출과 경제성장 및 일자리”란 제목의 분석을 7년 전에 했다. 책임감 있는 연방 규제 예산 삭감이 어떻게 국내총생산의 큰 증가를 실현하고 그 결과 민간부문의 일자리 창출을 증가시키는지 이 분석이 보여 준다고 필자들은 말했다.

최근 연구소는 국내총생산 및 민간부문 일자리 창출에 대한 “규제자당 비용”의 규명을 시도하는 후속 연구를 했다. 앞서의 연구와 마찬가지로, 새 조사는 규제 제도의 축소가 어떻게 실질 경제성장을 실현할 수 있는지 보여 준다. 발견된 사실들 가운데는, 연방정부의 규제용 예산을 10% 즉 대략 56억달러를 절감할 경우 향후 5년 동안 국내총생산이 1조2000억달러 더 늘어나리라는 것도 포함된다.

평균적으로 “오바마 이전 수준으로 복귀하는 것을 의미하는, 규제 예산 10%의 삭감이 민간부문에서 매년 300만개의 새 일자리 증가로 이어진다”고 피닉스 연구소는 말한다.

만약 비교적 보통인 10%의 규제 예산 삭감이, 삭감되는 1달러당 45달러의 수익을 의미한다면 진지한 규제개혁 노력은 아직 손대지 않은 저축의 풍부한 광맥이 될 수 있다.

트럼프 행정부는 규제개혁을 시작할 호기를 맞고 있으나 할 일이 더 있다. 더 빨리 시행해야 하며 미 의회가 도와야 한다.
