[WT논평] A bold experiment in government management

With Donald Trump, the nation is about to embark on a bold experiment in government management. To guide the economy, he has selected billionaire dealmakers and folks with marketing expertise and shunned seasoned policy experts.

Many conservatives and Republicans ? these days those cannot be assumed one in the same ? have harbored the view that Washington is not just corrupt but run by a bunch of bumbling dolts and if business people were put in charge, they could miraculously transform the place for the better.

Now we will test the hypothesis that private sector experience is generally transferrable to government and from one radically different kind of activity to another.

This requires a bold leap of faith and unusual disregard for history, because experience elsewhere indicates that private sector management skills don’t necessarily transfer well across industries or into the public sector.

For example, Toshiba was once a wonderful consumer electronics company. However, based in Japan and facing growing competitors in Korea and China, it purchased Pittsburgh-based Westinghouse to revive profitability. It decided it could apply principles of mass production and standardized components and operating systems to build and manage nuclear reactors less expensively for governments and public utilities around the world. Now it is learning that each power plant presents unique geological and cultural challenges.

Republicans like to see the Trump program as another Reagan revolution. However, his notion that the government is in need of a wholly different approach to management may be more remindful of Jimmy Carter, also a successful businessman. To his dismay he found both Congress and the bureaucracy too difficult to manage and was out in four years.

기업 운영기법 도입을 통한 정부 개혁

도널드 트럼프와 함께 이 나라는 정부 운영의 과감한 실험을 시작하려 한다. 그는 경제의 방향 제시를 위해서 억만장자 협상가들과 마케팅 전문가들을 선택하고 노련한 정책 전문가들은 피했다.

오늘날 한통속으로 상정될 수 없는 다수의 보수주의자들과 공화당원들은 워싱턴이 단지 부패했을 뿐만 아니라 갈팡질팡하는 얼간이 집단에 의해 운영되고 있으며, 만약 기업계 사람들을 책임자로 앉힌다면 그들이 그곳을 기적적으로 더 좋게 변형시킬 수 있다는 견해를 품고 있었다.

이제 우리는 민간부문의 경험을 전반적으로 정부에 이전하는 것이 가능하고 근본적으로 종류가 다른 행위로부터 타 부문의 행위로 이전할 수 있다는 가설을 시험하게 될 것이다.

다른 분야의 경험에 따르면 민간부문 경영기술이 산업 전반이나 공공부문으로의 이전이 반드시 가능한 것은 아니기 때문에 여기에는 과감한 믿음의 도약과 이례적인 역사 무시가 필요하다.

예컨대, 도시바는 과거 훌륭한 가전제품 회사였다. 그러나 한국과 중국의 증가하는 경쟁자들과 맞서게 된 이 일본 기반의 회사는 수익성 회복을 위해 피츠버그에 본사를 둔 웨스팅하우스를 매입했다. 이 회사는 대량생산과 부품 및 운영체제의 표준화 원칙을 적용하여 전 세계 여러 나라 정부와 공익기업들이 원자로 건설과 운영 비용을 낮출 수 있다고 판단했다. 지금 이 회사는 각각의 발전소가 여러 가지 독특한 지질학적·문화적 난제를 제기한다는 사실을 배우고 있다.

공화당원들은 트럼프의 계획을 또 하나의 레이건 혁명으로 보고 싶어 한다. 그러나 정부가 완전히 다른 접근법을 필요로 한다는 그의 생각은 역시 성공한 기업가였던 지미 카터를 더 많이 생각나게 할 가능성이 있다. 놀랍게도 카터는 미 의회와 관료제도 양자를 관리하기에는 역부족이란 사실을 알게 되었고 4년 뒤 백악관을 떠났다.
