[WT논평] Trump is no wrecking ball - just a change agent

The United States and its allies established the General Agreement on Tariffs and Trade (which later became the World Trade Organization) to lower tariffs and other barriers to trade. Things have not worked out that way. As GATT membership expanded to include Japan and other Asian nations, arcane forms of protectionism, mercantilism and currency manipulation often replaced high tariffs and more transparent barriers to trade.

An onslaught of imports have hammered down U.S. growth, and weakened the capacity of the American economy to both support both a military with global responsibilities and address domestic social needs on a par with other industrialized nations.

Security arrangements in place since World War II in Europe (NATO) and with allies in Asia require that the United States provide the bulk of personnel, naval, air and other resources to address Russian threats in Eastern Europe, terrorism in the Middle East and Beijing’s provocations in the South China Sea, while slow growth and democratic processes increasingly impel Washington to assist citizens and states with health care, education and other needs.

Those situations are unsustainable, and responsibilities in international economic and security arrangements must be rebalanced if American prosperity is to be restored and global security is to be preserved.

Donald Trump’s call to renegotiate international trade agreements ? for example, the rules for commerce with China under the WTO and IMF ? and to require Germany, Japan and others to pay their fair share of the defense burden is simple economic necessity.

Granted, he has threatened high tariffs and to withdraw the protection of the American military from allies who don’t pay up, but past efforts to bring powers like China and Germany to reason on trade and defense issues without such threats have failed.

미국과 동맹국들은 관세 및 다른 무역 장벽을 낮추기 위해 관세 및 무역 일반협정(세계무역기구의 전신)을 설치했다. 사태는 그런 식으로 풀리지 않았다. 일본과 다른 아시아 국가들을 포함시키기 위해 이 협정이 확장되자 보호주의와 상업주의 및 통화조작의 복잡한 형식이 높은 관세와 보다 투명한 무역 장벽을 대신하는 경우가 흔해졌다.

맹렬한 수입으로 타격을 받은 미국의 성장은 낮아졌고 각종 세계적인 책임을 지는 군사력을 지탱하고 다른 산업화된 국가들과 동등하게 국내의 여러 가지 사회적 필요에 대처하는 미국 경제의 역량이 약화되었다.

제2차 세계대전 이후 유럽(나토) 및 아시아 동맹국들과 유지해온 여러 가지 안보협정에 따라 미국은 동유럽에서 가해지는 구소련의 위협과 중동의 테러 및 베이징의 남중국해 도발에 대처하기 위해 인력과 해군 및 공군, 여타 자원을 대규모로 제공할 의무를 떠안은 가운데 느린 성장과 민주적인 절차 때문에 보건, 교육, 여타 필요한 것으로 시민들과 주 정부들을 지원하라는 워싱턴에 대한 압박이 갈수록 커지고 있다.

그런 여러 가지 상황은 계속 유지가 불가능하며 미국의 번영을 회복하고 세계의 안보를 유지하려면 여러 가지 국제 경제와 안보 협정에 따른 각종 책임의 균형을 다시 잡아야 한다.

예를 들어 세계무역기구 및 국제통화기금 체제하에서 적용되는 대중국 상업 규칙 등 각종 국제무역협정을 재협상하고 독일과 일본 및 여타 국가들이 방위비의 공정한 몫을 부담해야 한다는 도널드 트럼프의 촉구는 간단한 경제적 필요에 입각한 것이다.

그래서 트럼프가 높은 관세를 부과하고 방위비를 더 지불하지 않는 동맹국들로부터 미군의 보호를 철회하겠다고 위협하고 있으나 그런 위협 없이 무역 및 방위 문제에서 중국 및 독일 같은 강대국들을 순리로 설득하려던 과거의 노력은 실패했다.
