[WT논평] The West realized it can live without the China (2)

Western political leaders can’t suffer China’s developmental policies designed to steal business models and intellectual property and transfer them to Chinese domestic competitors.

It doesn’t help that Beijing invested enormous national treasure into a military purpose-built to drive the West out of Asia and destroy U.S. armed forces while expanding at the expense of America’s Asian allies and partners.

It is unfortunate that Beijing was not as attentive or generous in building a world-class public health system as it has been to building world-leading arsenals of rockets, warships, satellites and offshore naval air stations.

America’s grievances in its Chimerica marriage have been building for decades, and Beijing has been indifferent to pleas to change, to respect international norms, to eschew coercive expansionism and to stop filching the fruits of innovation.

The CCP’s response has been to fabricate mythological histories to justify expansionism. The CCP saw the West’s attempts to welcome it into the community of advanced economies and normalize its behavior as attacks on the CCP’s dictatorship and set out instead to bend international rule sets to its interests.

In coming years when nCoV is behind us, and it will be behind us, its greatest lasting impact may be that it was the moment when the West realized it can live without the CCP in its house.

China will soon fully recover and expect to resume life as before, but its relationship with the West may be over. It will come back but find doors locked. The advanced democracies know what the CCP is, know they can live without it, and nothing Beijing does may change their minds.

서방의 정치 지도자들은 각종 사업 모델과 지식재산을 훔쳐서 그것을 중국의 국내 경쟁 기업들에게 이전하기 위해 고안된 중국의 여러 가지 개발 정책에 시달릴 수 없다.

베이징이 서방을 아시아에서 몰아내고 미국의 군대를 파괴하는 한편 미국의 아시아 동맹국들 및 협력국들을 희생시키는 대가로 자국의 세력을 확장하기 위해서 거대한 국가의 부를 특별한 군사 목적의 실현에 투자하는 것은 도움이 안 된다.

베이징이 세계적으로 앞선 로켓, 전함, 위성 및 근해 해군 항공기 기지를 건설하는 것처럼 세계적 수준의 공공보건체제를 구축하는 데 주의를 기울이거나 관대하지 못했던 것은 불행이다.

차이메리카 결혼생활에서 미국이 제기하는 각종 불만이 수십 년 동안 쌓여왔으며, 베이징은 변화하여 국제적 규범을 존중하고 팽창주의를 삼가며 기술혁신의 과실을 좀도둑질하는 행태를 중단하라는 간청에 무관심했다.

중국 공산당의 대응은 팽창주의를 정당화하기 위해 신화적인 역사를 날조하는 것이었다. 중국 공산당은 자국을 경제 선진국 공동체에 기꺼이 받아들이고 자국의 행위를 정상화시키려는 서방의 시도를 중국 공산당의 독재체제에 대한 공격으로 인식했고, 서방의 뜻을 존중하는 대신 일련의 국제적인 규칙을 자국의 이익에 맞춰 왜곡시키기 시작했다.

코로나19는 과거사가 될 것이다. 이 전염병이 지나간 미래에 이 병이 남기게 될 가장 큰 지속적 영향은 아마도 이 병을 계기로 자기네 집안에 중국 공산당이 없어도 살 수 있다는 것을 서방이 깨달은 점일 것이다.

중국은 오래지 않아 완전히 회복되어 전과 같은 생활을 재개하리라고 기대할 것이지만 서방과 중국의 관계는 끝날지도 모른다. 중국은 돌아오겠지만 문이 잠긴 것을 알게 될 것이다. 선진 민주국가들은 중국 공산당의 정체와 그것 없이도 자기네가 살 수 있다는 것을 알고 있으며, 그들의 마음을 돌리기 위해 베이징은 아무것도 하지 못할 가능성이 있다.
