[WT논평] A Kurdish opportunity

There is no question that modern-day Iraq is a fractured state. This should come as no surprise, since its basic historical foundation was always weak.

It was created in 1920 by the British and French after World War I as they carved up the old Ottoman Empire. Secretary of State John F. Kerry’s efforts to encourage the various political factions to put aside their sectarian and ethnic grievances, which go back hundreds of years, to prevent Iraq’s disintegration has little to no chance of success as Iraq has descended once again into a Sunni-Shiite civil war. One political action that we could take would be to support a long-sought Kurdish objective of a sovereign state that would be a loyal U.S. ally in a sea of turmoil.

We need to face reality. The Nouri al-Maliki Shiite-led government in Baghdad is no friend of the United States. At this point, Prime Minister al-Maliki, a tool of the Iranian government, has squandered the political opportunity that was given him by the United States, which was bought and paid for with the blood and sacrifices of American and coalition military forces. For Kurdistan, this could be a long-awaited opportunity.

The Obama administration has put out “feelers” on how we might cooperate with Iran on Iraq’s unraveling. This makes absolutely no sense. Iran has been at war with the United States for more than 34 years and has caused the loss of thousands of American lives, including more than one-third of our military killed or permanently injured in the Iraq war. We should never forget Tehran’s role in supporting the Sept. 11 hijackers.

The fear that the Islamic State of Iraq and Syria (ISIS), the richest terrorist group in history, may annex a central swath of Iraq and Syria, and declare a caliphate, is real. While this should be of concern, the region already has one in Iran. That nation is the recognized world leader of state-sponsored terrorism and is on the cusp of achieving a nuclear-weapon capability.

The bold move by the Kurdish military Peshmerga to prevent ISIS fighters from capturing Kirkuk and the oil fields should be welcomed by the Obama administration. The Kurds are a proven friend in the region. In the run-up to the 1991 war in Kuwait, they cooperated closely with the United States. In the 2003 Iraq war, when Turkey refused to cooperate with the United States, the Kurds once again stepped up and cooperated with the U.S. After Baghdad was liberated, they backed the American-led effort to establish a constitution, a functioning central government and the rule of law. They have been a reliable partner.

이 나라는 제1차 세계대전 후 과거의 오토만 제국을 분할한 영국과 프랑스에 의해서 만들어졌다. 이라크 붕괴를 막기 위해 수백년을 거슬러 올라가는 분파적이고 종족적인 여러 가지 불만을 제쳐두도록 존 케리 미국 국무장관이 이라크의 다양한 정치 파벌들에게 권장한 노력은 이라크가 또다시 이슬람 수니파와 시아파의 내전에 빠져들어감에 따라 성공할 가능성이 별로 없다. 우리가 취할 수 있는 정치적 조치 중 하나는 쿠르드족이 오랜 기간 추구해온 독립국가 창설 목표를 지원하는 것이다. 쿠르드 독립국가는 혼란의 바다 속에서 충성스러운 미국의 동맹국이 될 것이다.

우리는 현실과 대면할 필요가 있다. 시아파가 주도하는 누리 알말리키의 바그다드 정부는 미국의 친구가 아니다. 이란 정부의 도구인 알말리키 총리는 미국이 그에게 제공한 정치적 기회를 이 시점에서 탕진했다. 그 기회는 미국 및 연합국 군대의 피와 희생을 대가로 산 것이었다. 쿠르디스탄으로서는 이것이 오래 기다린 기회가 될 수 있다.

오바마 행정부는 우리가 이라크 해체에 대해 이란과 협력할 수 있는 방안에 ‘촉수’를 내뻗고 있다. 이것은 전혀 앞뒤가 맞지 않는다. 이란은 34년 이상 미국과 전쟁을 벌여 오면서 수많은 미국의 인명피해를 냈다. 그 가운데는 이라크전쟁에서 전사 또는 종신 상해를 입은 미군 병력의 3분의 1 이상이 포함된다. 우리는 9월11일 비행기 납치범들을 도운 테헤란의 역할을 결코 잊어서는 안 된다.

역사상 가장 부유한 테러집단인 이라크·시리아 이슬람국가(ISIS)가 이라크와 시리아의 중심 지대를 합병하여 칼리프 국가를 선포할 가능성에 대한 두려움이 현실화될 수 있다. 이런 가능성이 우려되는 가운데 중동은 이란에 이미 칼리프 국가를 하나 갖고 있다. 그 나라는 세계의 선도적인 테러 후원국으로 인식되고 있으며 핵무기 역량을 보유하기 직전에 있다.

ISIS 전사들이 키르쿠크와 유전지대를 점령하는 것을 막기 위해 쿠르드 민병대인 페슈메르가가 취한 과감한 조치를 오바마 행정부는 환영해야 할 것이다. 쿠르드족은 중동에서 입증된 미국의 친구다. 1991년 쿠웨이트 전쟁을 준비하는 기간 동안 쿠르드족은 미국과 긴밀히 협력했다. 2003년 이라크 전쟁 당시 터키가 미국과의 협력을 거부했을 때 쿠르드족이 또다시 나서서 미국과 협력했다. 바그다드가 해방된 뒤 쿠르드족은 미국 주도의 헌법 제정과 기능을 발휘하는 중앙정부 수립 및 법치 실현 노력을 지지했다. 그들은 신뢰할 수 있는 동반자다.
