[WT논평] Obama’s re-election deal with Iran

Ever since President Obama took office, the idea of a grand bargain with Iran has occupied his mind, and still today he believes the Islamic regime will be kind to him and negotiate. He is woefully mistaken.

Mr. Obama’s grand bargain, reinforced by his inner circle, calls for Iran to give up the idea of a nuclear bomb while continuing to pursue its peaceful nuclear program, help resolve the wars in Iraq and Afghanistan and reconsider its terrorist activities worldwide.

Every recent U.S. administration had tried in vain to negotiate with the radicals in Iran. Mr. Obama remains blind to the fact that any negotiations or sanctions will fail because the Islamist regime is ideologically committed to the expansion of its ideals.

Mr. Obama requested collaboration with Iran through three channels: a letter to the supreme leader, Ayatollah Ali Khamenei; a message to the Iranian U.N. delegate; and a message through Swiss Ambassador Livia Leu Agosti in Tehran in a meeting with Iranian Foreign Ministry officials.

The meetings between the Islamic regime and the Obama administration continued, with several held in Washington with the regime’s surrogates, which resulted in a secret meeting in Doha, Qatar, between Iranian and U.S. officials.

According to a source in Iran, a three-person delegation on behalf of the Obama administration traveled to Qatar about Oct. 1 and met with Iranian counterparts. In that meeting, the regime’s delegate was urged to understand that if Iran does not stand by Mr. Obama, Israel will attack.

Iranian delegate informed the Americans that Ayatollah Khamenei needed Mr. Obama’s written agreement ensuring the guarantees discussed and only then would he authorize an announcement by Iranian officials on a breakthrough.

The guarantees would ensure the regime’s right to peaceful enrichment, quickly remove many of the sanctions, accept the position that Iran’s nuclear program does not have a military dimension, and relieve international pressure on the regime while it continues its nuclear program. Also, America would announce that the killing of Iranian nuclear scientists was the work of a foreign country, though Israel would not be named, in order to increase legal pressure on Israel.

With international sanctions putting the Iranian economy into a free fall and riots breaking out, a better strategy would be to tighten the screws with even harsher sanctions and to side with the Iranian people when they rise up against their government. A majority of Iranians detest the brutal mullah-driven regime and yearn for freedom.

오바마 대통령은 취임 이후 이란과 대타협을 한다는 아이디어에 마음을 빼앗기고 있으며 여전히 지금도 그는 이슬람 정권이 친절을 베풀어 협상을 할 것이라고 믿는다. 한심한 착각이다.

측근들에 의해 강화된 오바마의 대타협은 이란이 평화적인 핵 계획을 계속하는 한편 핵무기 개념을 포기하고 이라크와 아프가니스탄의 전쟁 해결을 돕고 전 세계적인 이란의 테러 활동을 재고할 것을 촉구한다.

최근 미국의 모든 행정부는 이란의 과격세력과 협상하기 위해서 헛된 노력을 했다. 이슬람주의 정권이 이념적으로 자기네 이상을 확대할 작정이기 때문에 모든 협상 혹은 제재가 실패할 것이라는 사실을 오바마는 여전히 모른다.

오바마는 3가지 채널을 통해 이란과의 협력을 요청하고 있다. 이란 최고지도자 아야톨라 알리 하메네이에게 보내는 편지, 이란의 유엔 대표단에 전달하는 메시지, 이란 외무부 관리들과의 회의에 참석하는 테헤란 주재 스위스 대사 리비아 레우 아고스티를 통해 전달하는 메시지가 그것이다.

이슬람 정권과 오바마 행정부 사이의 회담이 계속되었다. 몇 차례는 이란 정권 대리인들이 워싱턴에서 미국 대표와 만났다. 양측이 계속 접촉한 결과 카타르의 도하에서 이란과 미국 관리들이 비밀 회담을 열게 되었다.

이란의 한 소식통에 따르면, 오바마 행정부를 대리한 3인 대표단이 10월1일쯤에 카타르로 여행하여 이란의 상대들과 만났다. 그 회의에서 이란 정권 대표는 이란이 오바마 편을 들지 않을 경우 이스라엘이 공격할 것이란 점을 이해하도록 강력한 설득을 당했다.

논의된 몇 가지 약속을 보장하는 오바마의 서면 합의서가 아야톨라 하메네이에게 필요하며 그런 다음에만 돌파구에 관한 이란 관리들의 발표를 하메네이가 허락할 것이라고 이란 대표가 미국 대표단에게 통보했다.

약속은 이란이 평화적인 농축을 할 수 있는 권리를 보장하고 제재조치 가운데 다수를 신속하게 제거하며 이란의 핵 계획이 군사적 분야를 포함하지 않았다는 입장을 받아들이고 핵 계획을 계속 추진하는 이란 정권에 대한 국제적인 압력이 완화되도록 보장하게 된다. 또한 미국은 이란 핵 과학자들을 살해한 행위가 외국의 작업이었다는 것을 발표하게 된다. 이스라엘이 거명되지는 않으나 이는 이스라엘에 대한 법적 압력을 강화하는 데 목적이 있다.

국제적인 제재조치가 이란 경제를 자유낙하하도록 만들었고 몇 차례 폭동이 일어난 가운데 미국이 더욱 가혹한 제재조치로 나사를 조이고 이란 국민이 자국 정부에 반대하여 봉기했을 때 그들 편을 드는 것이 더 좋은 전략이 될 것이다. 이란인들의 대다수는 이슬람 율법학자들이 주도하는 야만적인 이란 정권을 극도로 싫어하며 자유를 갈망한다.
