[WT논평] President Maduro’s end is in sight

Not so long ago Venezuela was the wealthiest country in Latin America. It has the world’s largest proven oil reserves and abundant fertile farmland. Its governmental institutions were once efficient and largely free of corruption.

But things look rather different now. The country’s GDP has collapsed; it’s only 60 percent of what it was only four years ago. The poverty rate is north of 82 percent; it was 48 percent in 2014.

The collapse of Venezuela is wholly man-made. President Nicolas Maduro and his late predecessor Hugo Chavez are the authors of the ruin in their land. Mr. Chavez, who was in power for 15 years before his death in 2013, pledged to build a Venezuela where everyone would share everything equally. In a sense he succeeded. Venezuelans now share equally in misery.

Hugo Chavez nationalized various industries only to plunder them, and the baleful results were utterly predictable. Industries collapsed, and Venezuela became “the poor man of Latin America.” He spent lavishly on social programs, destroying the nation’s rainy day fund. When oil prices dropped, as they always do, there was no way to get in out of the rain.

With the fall in oil prices, there’s hyper inflation: last year, consumer prices rose 800 percent. Because the government is running out of dollars it can no longer import goods. Hence the shortages of food, medicine and everything but misery.

Mr. Maduro has turned, as despots will, increasingly authoritarian. Opposition leaders are thrown in jail. Torture of prisoners is widespread. He’s trying to persuade Beijing and Moscow to throw him a lifeline. If it’s true that it’s darkest before the dawn, President Maduro’s end is in sight.

그리 오래 되지 않은 과거에 베네수엘라는 라틴아메리카에서 가장 부유한 나라였다. 이 나라의 입증된 석유 매장량은 세계 최대이고 비옥한 농지가 풍부하다. 이 나라의 정부 제도는 한때 효율적이었고 대부분 부패에서 자유로웠다.

그러나 상황은 지금 상당히 달라 보인다. 이 나라의 국내총생산은 폭락했다. 고작 4년 전 국내총생산의 60%에 불과하다. 빈곤율은 82%를 넘는다. 2014년에는 48%였다.

베네수엘라의 붕괴는 전적으로 인재다. 니콜라스 마두로 대통령과 그의 작고한 전임자 우고 차베스가 자기네 나라를 망친 장본인들이다. 2013년에 죽기에 앞서 15년 동안 권좌를 지킨 차베스는 모든 국민이 모든 것을 동등하게 함께 나누는 베네수엘라를 건설하겠다고 공약했다. 어느 의미에서 그는 성공했다. 베네수엘라 국민들은 지금 빈곤을 동등하게 나누고 있다.

우고 차베스는 다양한 산업을 국유화하여 강탈했고 각종 해로운 결과는 전적으로 예상된 것이었다. 산업들이 붕괴되었고 베네수엘라는 “라틴아메리카의 가난뱅이”가 되었다. 그는 사회적 프로그램에 함부로 돈을 지출하여 나라의 비상자금을 탕진했다. 항상 그렇듯이 석유가격이 떨어졌을 때 곤경에서 벗어날 방법이 없었다.

석유가격의 하락과 더불어 심각한 인플레가 닥쳤다. 지난해 소비자 물가는 800% 올랐다. 정부는 보유 달러의 고갈로 상품을 더 이상 수입할 수 없다. 따라서 빈곤 외에는 식품과 의약품 및 모든 물품이 부족해졌다.

독재자들이 그러듯이 마두로는 점점 더 독재적으로 변했다. 야당지도자들은 감옥에 갇혀 있다. 수감자들의 고문이 광범하게 행해진다. 그는 자기에게 구명줄을 던져주도록 베이징과 모스크바를 설득하려 한다. 새벽이 오기 직전이 가장 어둡다는 말이 사실이라면 마두로 대통령의 종말이 눈에 보인다.
