[WT논평] Growing socialist-Islamist-narco-terrorist alliance in Latin America

May (president of the Foundation for Defense of Democracies) Emanuele Ottolenghi, a senior fellow at the Foundation for Defense of Democracies, has been researching Iranian and Hezbollah penetration of Latin America. In May (2016), he testified before the Senate Foreign Relations Committee, detailing the growing cooperation between “Islamic terror networks” and “violent drug cartels.” Such alliances, he noted, are often facilitated by “corrupt political elites” that provide Hezbollah’s trafficking networks “safe harbor.”

He told the legislators that Hezbollah now “plays a central role in a new landscape where drug and human trafficking, gun running, and terror financing can no longer be treated as distinct phenomena.”

Instead, Hezbollah’s infrastructure and activities should be understood as “an integral part” of a comprehensive and long-term strategy to “export” Iran’s Islamic Revolution to the Western Hemisphere and establish forward operating bases to be used against the United States.

The most notorious Latin American haven for terrorists and organized crime figures is the Tri-Border Area (TBA), where Argentina, Brazil and Paraguay meet. The U.S. State Department’s annual report on terrorism last year noted that the Paraguayan slice of the TBA, in particular, “continued to be attractive to individuals seeking to engage in terrorist financing.”

Less well known: Cuba, a bastion of communist atheism that prohibits Christian proselytizing, takes a more lenient attitude toward Iran’s brand of Islam. In 2017, Mr. Ottolenghi identified both an Iranian-backed Shia cultural center and a Shia mosque in Havana. Cuban converts are being sent to other Latin American countries to spread Iran’s revolutionary theology.

The growing socialist-Islamist-narco-terrorist alliance south of the border represents a clear and present danger.

민주수호재단의 선임 연구원인 에마누엘레 오토렝기는 이란과 헤즈볼라의 라틴아메리카 침투를 조사해 왔다. 2016년 5월 그는 미국 상원 외교위원회 증언에서 “이슬람 테러 조직망”과 “폭력 마약 카르텔” 사이의 증가하는 협력을 상세히 밝혔다. 헤즈볼라의 밀수 조직망에 “안전한 피신처”를 제공하는 “부패 정치 엘리트들”이 종종 그런 동맹을 용이하게 한다고 그는 지적했다.

헤즈볼라가 현재 “마약밀수와 인신매매, 무기밀수, 테러 자금 제공이 별개의 현상으로 더 이상 취급될 수 없는 새로운 상황에서 중심적인 역할을 하고 있다”고 그는 상원의원들에게 말했다.

대신 헤즈볼라의 인프라 및 여러 가지 활동은, 이란의 이슬람 혁명을 서반구에 “수출”하고 미국에 대항하여 사용되는 전위 공작 기지들을 구축하기 위한 포괄적이고 장기적인 전략의 “필수적인 부분”으로 이해할 필요가 있다.

테러분자들과 조직범죄 가담자들에게 가장 악명이 높은 라틴아메리카의 피신처는 아르헨티나와 브라질 및 파라과이가 만나는 곳인 3국 국경지역이다. 2017년에 발표된 미 국무부의 연례 테러보고서는 이 지역의 특히 파라과이 부분이 “테러 자금 제공에 가담하는 길을 모색하는 자들에게 계속 매력적”이라고 지적했다.

덜 알려진 사실은 다음과 같다. 기독교의 개종 활동을 금지하는 공산주의 무신론의 수호자인 쿠바는 이란의 이슬람 브랜드에 보다 관대한 태도를 취한다. 2017년에 오토렝기는 이란이 지원하는 아바나의 이슬람 시아파 문화센터 및 시아파 모스크를 확인한 바 있다. 쿠바의 개종자들은 이란의 혁명 신학을 퍼뜨리기 위해 라틴아메리카의 다른 여러 나라에 파견되고 있다.

국경 남쪽에서 점점 커지는 사회주의자-이슬람주의자-테러분자의 동맹은 명백하고도 현존하는 위협을 나타낸다.
