[WT논평] A step toward denuclearization of the Korean Peninsula

At the conclusion of the 2018 inter-Korean summit, both sides agreed to “alleviate the acute military tension and practically eliminate the danger of war on the Korean Peninsula” and “confirmed the common goal of realizing, through complete denuclearization, a nuclear-free Korean Peninsula.”

Those promises, however, are eerily similar to those made in 1992, 2000 and 2005, and that exposes the risk of being too optimistic. It is not out of the realm of possibility that Mr. Kim is orchestrating an elaborate ruse whereby he is carefully crating a public and international image of being a responsible leader to garner global support.

Mr. Kim’s state visit to Beijing in early April, the great pomp and circumstance of the summit at the DMZ, and the upcoming summit with President Trump project very positive images and give the impression of normal statecraft. These actions seek to bury the authoritarian image of the “Hermit Kingdom” and the specter of hundreds of thousands of North Koreans locked in concentration-like labor camps.

In terms of what really exists on the ground ? and the significance of all this for American security and prosperity ? is that beyond the positive images and optimistic statements, nothing of substance has actually changed.

For peace to truly come to Korea, North Korea will eventually have to match its positive rhetoric with irreversible deeds. American policy, however, must take a realistic view of things and not get too caught up in the emotion.

The U.S. will play an important role, as the two Koreas seek peace. But we should do so with a clear view of reality, not be taken in by flashy promises.

한반도 비핵화를 향한 한 걸음

2018년 남북한 정상회담을 마무리할 때 양측은 “극심한 군사적 긴장을 완화시키고 한반도의 전쟁 위험을 실질적으로 제거하는 데” 합의했고 “완전한 비핵화를 통해서 핵무기가 없는 한반도를 실현하는 공동의 목표를 확인했다.”

그러나 이런 일련의 약속은 불가사의하게도 1992년, 2000년, 2005년에 이루어진 약속과 비슷하며 그것은 지나친 낙관의 위험을 드러낸다. 김정은이 세계적인 지지를 얻기 위해서 책임 있는 지도자라는 공개적이고 국제적인 이미지를 세심하게 만들어내는 정교한 술책을 은밀히 조직하고 있을 가능성도 여전히 존재한다.

김정은의 4월 초 베이징 공식방문, DMZ 정상회담의 화려함 및 배경, 다가오는 트럼프 대통령과의 정상회담은 매우 긍정적인 이미지를 투사하고 정상적인 국정운영기술을 지녔다는 인상을 준다. 이런 일련의 행위는 “은자 왕국”의 독재 이미지와 강제수용소 비슷한 노동수용소에 감금되어 있는 수십만 북한 주민들의 유령 같은 실상을 묻어버리는 데 목적이 있다.

실재의 현실과 이 모든 것이 미국의 안보 및 번영 면에서 지니는 의미와 관련해서는, 긍정적인 일련의 이미지와 낙관적인 성명 외에는 실질적으로 변한 것이 사실상 없다.

한반도에 평화가 진정으로 도래하기 위해서는 북한이 되돌릴 수 없는 일련의 행동으로 자신의 긍정적 호언장담에 결국 부응해야 할 것이다. 그러나 미국의 정책은 일련의 사태를 현실적으로 관찰해야 하며 감정에 지나치게 사로잡혀서는 안 된다.

남북한이 평화를 찾는 과정에서 미국은 중요한 역할을 할 것이다. 그러나 우리는 호화로운 약속에 속아서가 아니라 뚜렷한 현실감각을 가지고 그렇게 해야 한다.
