[WT논평] Western liberal democracy has rivals and enemies

Freedom, human, civil and individual rights, representative government, separation of church and state, the rule of law, pluralism and tolerance are all Western concepts, rooted in classical Greece and Rome and developed in the Enlightenment. The American Revolution began a historic attempt to build a nation-state based on them.

Non-Westerners may embrace such values. Millions of people from non-Western lands prefer to live in what Mr. Trump called “the Western community of nations” and willingly risk their lives to defend their adopted homes. By contrast, how many American and European progressives are applying for citizenship in Venezuela, Sudan, Pakistan and other non-Western countries?

What about the legacy of slavery, imperialism and colonialism? What about racism, sexism and homophobia?

Anyone with even the most cursory grasp of world history would know that these practices are not peculiar to the West. On the contrary, they were the norm in virtually every corner of the world from time immemorial.

It required a revolution in moral thinking to come to the conclusion that slavery, bigotry and discrimination are evils. That revolution began within the West.

Western liberal democracy has rivals and enemies. It took a world war to stop the march of Nazism, a totalitarian ideology based on racial supremacy. It took a Cold War to stop the spread of communism, a totalitarian ideology based on class supremacy. Today, Islamism, a totalitarian ideology based on religious supremacy, threatens free peoples and those who might like to be. We don’t know what it will take to defeat Islamism.

Islamists regard Islamic imperialism not as a stain on their history but as a glorious legacy.

민주주의를 위협하는 적대세력

자유, 인간, 시민 및 개인의 자유, 대의정부, 교회와 국가의 분리, 법의 통치, 다원주의, 관용은 모두 고전시대 그리스와 로마에 뿌리를 두고 계몽시대에 발전된 서방의 개념들이다. 미국 혁명은 그런 개념에 바탕을 둔 국민국가를 건설하는 역사적 시도를 출발시켰다.

비 서방세계 사람들이 그런 가치관을 받아들일 수도 있다. 비 서방세계 나라들의 수많은 사람이, 트럼프가 ‘서방 국가사회’라고 부른 곳에서 살기를 선택하고 자기네를 입양한 조국을 수호하기 위해 목숨을 기꺼이 위험에 빠뜨린다. 그에 비해 얼마나 많은 미국 및 유럽의 진보주의자들이 베네수엘라, 수단, 파키스탄, 여타 비 서방 나라들의 시민권을 신청하고 있는가.

노예제도, 제국주의, 식민주의의 유산은 어떠한가. 인종차별주의, 성차별주의 및 동성애혐오증은 어떤가.

세계 역사를 지극히 피상적으로 아는 사람일지라도 이런 관행들이 서방에만 특유한 것이 아니라는 사실을 알 것이다. 반대로 그런 관행들은 태고시대부터 사실상 세계 모든 곳에서 표준적인 규범이었다.

노예제도, 심한 편견, 차별대우가 나쁘다는 결론에 도달하기 위해서는 도덕적 사고에 혁명이 필요했다. 그 혁명이 서방에서 시작되었다.

서방의 자유주의 민주제도는 경쟁자와 적을 갖고 있다. 인종적인 우위에 근거한 전체주의 이념인 나치즘의 전진을 막기 위해 세계대전을 치러야 했다. 계급 우위에 근거한 전체주의 이념인 공산주의의 확산을 막기 위해 냉전을 치러야 했다. 오늘날 종교적 우위에 바탕을 둔 전체주의인 이슬람주의가 자유로운 사람들과 자유를 원하는 사람들을 위협한다. 우리는 이슬람주의를 패배시키는 데 무엇이 필요할 것인지 모른다.

이슬람주의자들은 이슬람 제국주의를 자기네 역사의 오점으로 간주하는 것이 아니라 영광스러운 유산으로 본다.
