[WT논평] The poor state of African countries

In reality, centuries of torment didn’t end for most African people after they forced European colonialists to relinquish power in the mid-20th century. Venal African leaders quickly filled the vacuum and have done little to develop their societies or emancipate Africans from their horrid existence despite vast continental riches. Worse yet, many of these leaders have enriched themselves at the expense of their countries by confiscating large amounts of wealth generated by private enterprises and foreign aid.

Freedom House (a global freedom watchdog) addressed Africa’s problems in an earlier report, laying the blame on kleptocracies, military dictatorships and single-party personalistic regimes dominating political systems and perpetuating the cycle of violence and debilitating poverty. Its 2018 Report on Global Freedom discloses that only 10 percent (126.3 million) of Africa’s 1.2 billion residents live in freedom with the same political rights and civil liberties accorded to Free World citizens.

According to data contained in CIA World Factbook, the average life span of Africans is 57 years, versus 71 years elsewhere.

The U.S. State Department’s 2017 Trafficking in Persons Report provides more grim news for those who think slavery is a thing of the past. The report reveals that modern slavery (compelled labor and/or sex trafficking) is present in all 54 African countries, with 15 of them doing very little about it.

The U.S. State Department’s Annual Terrorism Report for 2016 shows how the scourge of radical Islamic terrorism has also gripped the African continent, with 15 such terror groups operating there. These groups gestate and gain sympathy in most areas where Islam flourishes.

아프리카 주민들이 20세기 중반에 유럽 제국주의 국가들로 하여금 권력을 포기하도록 강요한 후 주민 대다수에게는 여러 세기의 고통이 사실상 끝나지 않았다. 부패한 아프리카 지도자들이 공백상태를 신속히 채웠고 대륙의 방대한 풍요에도 불구하고 자기네 사회를 발전시키거나 혹은 아프리카인들을 지독한 생존에서 해방시키기 위해 한 일이 별로 없다. 이런 지도자들 가운데 다수가 민간기업들과 해외원조로 만들어진 부의 많은 부분을 압수함으로써 자기네 국가를 희생시키는 대가로 개인의 부를 축적한 것이 더욱 나쁘다.

세계적인 자유 감시단체인 프리덤하우스는 앞서의 보고서에서 아프리카의 여러 가지 문제를 다루고 도둑정치, 군사독재, 정치제도를 지배하는 개인주의적 정권, 폭력 및 쇠퇴를 부르는 빈곤의 영속적인 악순환에 책임을 돌렸다. 이 단체의 세계 자유에 관한 2018년 보고서는 아프리카의 12억 주민들 가운데 불과 10%인 1억2630만명만이 자유세계 시민들에게 부여된 것과 동일한 정치적 권리와 시민의 자유를 누리며 산다고 밝힌다.

CIA의 월드팩트북에 담긴 자료에 따르면, 아프리카인들의 평균수명은 57세인 데 비해 여타 세계는 71세다.

미국 국무부의 2017년도 인신매매보고서는, 노예제도가 과거지사라고 생각하는 사람들에게 더욱 암울한 소식을 전한다. 보고서는 강제노동이나 성매매 같은 현대의 노예제도가 아프리카 54개국 전체에 존재하며 그중 15개국은 그에 대해 지극히 미미한 조치밖에 취하지 않는다고 밝힌다.

미국 국무부의 2016년 연례 테러보고서는 아프리카 대륙이 또한 과격파 이슬람 테러의 심각한 문제에 시달리고 있어 그런 테러단체 15개가 그곳에서 활동하는 실정을 보여준다. 이런 단체들은 이슬람이 번성하는 대다수 지역에서 잉태하여 동조를 얻고 있다.
