[WT논평] Major turning point developments of the old order

Is the year 2018 going to be a seminal year for America, like 1941, 1974, 1989, or 2001? When one looks at the inherent instability of the world and of American politics at the dawn of this new year, it seems that big events could occur in 2018. The status quo, both domestic and global, is under challenge on a number of major fronts.

Consider the following areas of crisis or looming crisis:

North Korea: The United States is determined to prevent the hermit kingdom from getting nuclear weapons and the missile capacity to deliver a devastating nuclear blow to the American homeland. And yet Kim Jong-un is almost certain, based on his current program, to get both the weapons and the delivery capacity relatively soon. President Trump seems intent on enlisting China’s help in pressuring North Korea into standing down on his nuclear ambitions, but this is iffy. China has little incentive in tattering further its already frayed relations with its client neighbor.

Indeed, the Nikkei Asian Review of Japan reports that China is bracing for a major conflict between North Korea and America. According to the report, China has initiated action to build refugee facilities along its border with North Korea that could accommodate up to 500,000 people.

Iran: America seems more and more closely aligned with Israel and Saudi Arabia on the issue of Iran, which those nations see as a major strategic threat. They want American power brought to bear in curbing Iran’s growing regional influence.

Ukraine: This tragically split country remains a major flash point between Russia and the West. The relatively calm but brittle standoff of today could become a major East-West confrontation.

We see numerous instances of what seem like status quo crises.

2018년은 1941년, 1974년, 1989년, 2001년처럼 미국에 중요한 해가 될 것인가. 올 새해 초기 세계 및 미국 정치에 내재하는 불안정을 지켜볼 때 2018년에 대형 사건들이 일어날 수 있을 것으로 보인다. 국내외의 현상은 다수의 주요 전선에서 도전을 받고 있다.

위기가 존재하거나 혹은 어렴풋이 나타나고 있는 다음 몇몇 분야를 고려해 보자.

북한: 미국은 자국의 본토에 파괴적인 핵 공격을 가할 수 있는 핵무기 및 미사일 역량을 은자의 왕국이 입수하는 것을 막겠다고 작심했다. 그러나 김정은의 현재 계획을 근거로 삼을 때 그가 비교적 가까운 장래에 무기와 운반능력 양자를 획득하는 것은 거의 확실시된다. 트럼프 대통령은 북한의 김정은이 핵 야망에서 물러나도록 압력을 가하는 데 중국의 도움을 요청할 심산인 것으로 보이지만 이는 불확실하다. 중국은 자국에 의존하는 이웃나라와의 이미 너덜너덜해진 관계를 추가로 찢어발길 유인이 조금도 없다.

실제로 일본의 닛케이 아시아 리뷰는 중국이 북한과 미국의 대규모 충돌에 대비하는 중이라고 보도했다. 이 보도에 따르면 중국은 북한과의 접경지대에 최고 수용능력 50만명 규모의 난민시설을 건축하는 조치에 착수했다.

이란: 미국은 이란 문제를 놓고 이스라엘 및 사우디아라비아와의 연대를 갈수록 강화하고 있는 것으로 보인다. 그런 나라들은 이란을 전략적인 주요 위협으로 본다. 그들은 이란의 커지는 지역 영향력을 억제하기 위해서 미국의 힘을 사용하기를 원한다.

우크라이나: 비극적으로 분열된 이 나라는 러시아와 서방 사이의 주요 발화점으로 남아 있다. 비교적 조용하지만 불안정한 현재의 교착상태는 대규모 동서충돌로 변할 수 있다.

우리는 현상의 위기로 보이는 사례를 다수 보고 있다.
