[WT논평] A political netherworld of failed state

Time is running out for Venezuela, a nation of 31 million with perhaps the world’s largest proved reserves of crude oil. The consequences of its descent for its neighbors and for the United States, whether into dictatorship, civil war, or bloody chaos, demand an immediate response ? well beyond the call for dialogue, partial targeted sanctions, and resolutions.

It is the dominant hemispheric crisis, one that combines hyperinflation, public impoverishment, scarcity of basic goods, citizen insecurity, and descent into a political netherworld of dictatorial governance and failed state status.

Economically, the country’s vast oil capacity ? operating at only 2/3 capacity under a miserably managed state company ? is already in hock for decades to come to China and others. Their loans go to pay the wage costs of a state bureaucracy increasingly run by party-selected military; and for little else. IMF inflation estimates are for 740 percent inflation last year and 2000 percent this year; unemployment rising to 21 percent and GDP growth is already down 25 percent from two years ago and about to drop further.

That combination produces not nearly enough food in the markets, even if people had the money to buy, and so new surveys show a fifth of the population surviving on one meal a day and mounting malnutrition, neonatal, child and maternal mortality.

President Nicols Maduro has responded to his self-made crisis and the daily protests by hundreds of thousands of civilians with police repression, arming paramilitary militias, using Venezuela’s controlled courts to try to usurp legislative powers from the elected National Assembly, and extending unconstitutional rule by executive decree.

아마도 세계 최대로 입증된 원유 매장량과 인구 3100만명을 보유한 베네수엘라에는 시간이 별로 없다. 이 나라의 하강으로 인한 각종 결과가 이웃 나라들과 미국에 미치는 영향은 독재체제, 내전 혹은 유혈혼란 여부를 막론하고 대화나 부분적인 표적 제재 및 결의를 훨씬 초월하는 즉각적인 대응을 요구한다.

베네수엘라 사태는 초인플레와 국민 빈곤화, 생활필수품 부족, 시민 치안불안, 독재통치와 국가 파탄 상태로 인한 정치적 지옥으로의 추락이 겹친 서반구의 지배적인 위기다.

경제적으로 볼 때, 국영회사의 형편없는 관리 아래 불과 3분의 2만 가동되는 이 나라의 방대한 석유 생산 역량은 앞으로 수십년 동안 중국과 여타 국가들에 이미 전당 잡혀 있다. 그런 나라들이 빌려준 돈은 당이 선택한 군부가 점차 운영권을 확대하는 국가 관료체제의 임금으로 지불되고 있다. 다른 데 쓸 여력이 없다. 국제통화기금이 추산한 인플레율은 지난해 740%였고 올해는 2000%다. 실업률은 21%로 치솟고 국내총생산 성장은 2년 전보다 이미 25% 떨어졌으며 추가 하락이 임박했다.

사람들이 살 돈을 가졌음에도 이런 상황의 결합은 시장에서 식량이 턱 없이 모자라는 사태를 빚고 있으며, 따라서 새로운 각종 조사는 인구의 5분의 1이 하루 한 끼로 목숨을 부지하고 영양실조와 신생아·어린이·산모 사망률이 치솟는 것을 보여 주고 있다.

니콜라스 마두로 대통령은 자신이 만든 위기와 매일 벌어지는 수십만명의 민간인 항의 시위에 경찰을 동원하여 탄압하고 민병대를 무장시키며 선출된 국회로부터 입법권을 찬탈하기 위해 자국의 법원을 통제하고 행정명령으로 위헌적 통치를 연장하는 방법으로 대처하고 있다.
