[WT논평] Hawaii remains vulnerable to North Korean threats

With Pacific Command’s assets of hundreds of ships, more than a thousand aircraft, and nearly 380,000 military and civilian personnel the defense of this vacation spot should not be an issue. Yet, with all of these resources Hawaii still remains vulnerable to attack from a backward third world country, North Korea.

The unpredictable Kim Jong-un continues to pursue a lethal combination of nuclear capabilities and long-range missiles. According to The New York Times, President Obama warned President Trump as he left office that North Korea would be “the most urgent problem” he would face. Certainly, the problem isn’t even close to going away; more likely, it will only become more inflamed.

North Korea’s ambitions to attack the U.S. are no secret. The intercontinental strike capabilities pursued by Kim Jong-un makes Hawaii’s assets and personnel an obvious target. Near term threats, such as the North Korea’s intercontinental ambitions, won’t be ignored but how will they be countermanded? Congress and the new administration need to ensure Hawaii has sophisticated radar and missile capability at the ready.

When it comes to portable radar, discrimination and ballistic missile capability, the Pentagon already has the Army Navy Transportable Radar Surveillance (AN/TPY-2) and the Terminal High Altitude Area Defense (THAAD) missile system that’s being used in Turkey, Guam and South Korea. These capabilities could be easily deployed to Hawaii and made operational for a fraction of developing a new radar.

Providing such protection from North Korean threats sooner and at significantly lower costs than developing an entirely new radar and missile defense system simply makes sense.

북한 공격에 취약한 하와이 방어

태평양사령부가 수백척의 선박과 1000대가 넘는 항공기, 38만명에 이르는 군인 및 민간 인력 자산을 갖춘 상황에서 이 휴양지의 방어는 현안 문제가 되지 말아야 한다. 그러나 이 모든 자산을 보유한 가운데 하와이는 제3세계의 낙후된 나라인 북한의 공격에 여전히 취약하다.

예측하기 어려운 김정은이 핵 역량과 장거리 미사일의 치명적인 조합을 계속 추진하고 있다. 뉴욕타임스에 따르면 오바마 대통령은 퇴임할 때 후임자가 당면하게 될 ‘가장 시급한 문제’는 북한이 될 것이라고 트럼프 대통령에게 경고했다. 북한 문제는 소멸과는 거리가 먼 것임이 분명하다. 이 문제가 오로지 더욱 악화될 가능성이 더 높다.

미국을 공격하겠다는 북한의 야심은 비밀이 아니다. 김정은이 추구하는 대륙간 타격 능력은 하와이의 여러 가지 자산과 인력을 명백한 표적으로 삼고 있다. 북한의 대륙간탄도미사일(ICBM) 보유 야심 같은 가까운 장래의 위협이 무시되지는 않겠으나 철회시키는 방법이 문제다. 미 의회와 신임 행정부는 하와이에 고성능 레이더와 미사일 역량을 준비하는 데 만전을 기할 필요가 있다.

이동식 레이더와 식별능력, 탄도미사일 역량에 관한 한 미 국방부가 육·해군 이동식 레이더 감시 체제(AN/TPY-2)와 사드((THAAD·고고도미사일방어체계)를 이미 보유하고 있다. 사드는 터키, 괌, 한국에서 운용 중이다. 새로운 레이더를 개발하는 노력의 일부만 들이면 이런 역량을 하와이에 쉽사리 전개하여 실전배치할 수 있다.

완전히 새로운 레이더와 미사일방어체계를 개발하는 것보다 현저하게 낮은 비용으로 북한의 위협에 대한 그런 방어수단을 더욱 빨리 제공하는 것이 간단하고도 이치에 맞는다.
