[WT논평] A lesson the economic illiterates should keep in mind.

In politics as in physics, for every action there’s an equal and opposite reaction. You don’t have to be Sir Isaac Newton to understand that a steep “sugary drinks tax” on soda drinks would sharply cut sales of Coca-Cola, Pepsi-Cola, Mountain Dew, Dr Pepper, Gatorade and others.

This reflects neither Newton’s Third Law of physics nor everyday rocket science, but basic Econ 101, which the economic illiterates on the Philadelphia City Council obviously slept through. It’s a lesson the economic illiterates in other cities, who may be thinking of similar taxes, should keep in mind.

Naturally, the tax has generated far less revenue than the proponents expected, and naturally they have already begun to spend what they don’t have. Not only that, shoppers have gone beyond the city limits to buy their favorite sugary beverages out of reach of the tax.

The tax was meant to curb consumption of sugar, which (with other foods) contributes to obesity, diabetes and other health woes. But the actual if unspoken intent was that Philadelphians would continue guzzling sugary drinks, but at the higher prices that would increase tax revenues flowing to City Hall.

Many Philadelphia shoppers who go beyond the city limits to buy soda pop are, since they’re already there, buying their groceries there, too. The sharp decline in soda-pop sales in Philadelphia has not gone unnoticed and unremarked by soft-drink bottlers, distributors and retailers, many of whom have laid off workers, the collateral damage of not-so-friendly fire.

City Hall, which envisioned spending the anticipated windfall on more pre-kindergarten education, turns facts upside down, and blames the bottlers for “holding hostage the jobs of hardworking people in their battle to overturn the tax.”

물리학처럼 정치에서도 모든 행동은 동등한 반대의 반응이 수반된다. 탄산음료에 대한 과도한 ‘단 음료 세금’이 코카콜라, 펩시콜라, 마운틴듀, 닥터페퍼, 개토레이드 등의 판매를 대폭 줄일 것이란 점을 이해하기 위해서 모든 사람이 아이작 뉴턴 경이 될 필요가 없다.

이것은 뉴턴의 물리학 제3법칙이나 일상생활의 로켓과학이 아닌 기초경제학을 반영한다. 필라델피아 시의회의 경제 문외한들은 조느라 이 기초를 못 깨달은 것임이 분명하다. 이는 비슷한 각종 세금을 고려하고 있을지도 모르는 다른 도시의 경제 문외한들이 유의해야 할 교훈이다.

이 세금이 지지자들의 기대보다 훨씬 낮은 세금수입을 발생시켰고 지지자들은 소유하지도 않은 돈을 이미 지출하기 시작한 것은 물론이다. 그뿐만 아니라 장보는 사람들은 자기네가 즐기는 단 음료를 세금의 관할 밖에서 구입하기 위해 시의 경계선을 넘어갔다.

이 세금은 다른 여러 가지 식료품과 더불어 비만과 당뇨병 및 여타 건강 문제에 기여하는 설탕의 소비를 억제하자는 취지에 입각했다. 그러나 말은 하지 않았으나 필라델피아 시민들이 단 음료를 계속 대량 소비할 것이고, 이에 가격을 인상시켜 시청에 흘러드는 세금 수입을 증가시키자는 것이 실제 의도였다.

탄산수를 사기 위해 시의 경계를 넘어서 장을 보러 가는 다수의 필라델피아 시민들은 이왕 시계를 넘은 김에 필요한 식료품류도 거기서 구입한다. 시내의 탄산수 매출 급감을 청량음료 제조업자들과 도매업자들 및 소매업자들이 눈여겨보았고 그들 중 다수는 근로자들을 해고했는데 이는 별로 우호적이 아닌 포화의 부수적 피해다.

예상되는 뜻밖의 횡재로 유치원 이전 교육에 대한 지출 증액을 구상했던 시청은 사실을 거꾸로 뒤집어 탄산음료 제조업자들이 “세금을 뒤엎는 싸움에서 근면한 사람들의 일자리를 볼모로 잡았다”고 비난한다.
