By Randal Teague (Russian affairs specialist) Political transition in the old Soviet Union was ugly. Vladimir Lenin’s death was assisted by doctors controlled by Josef Stalin who could hardly wait for his turn at the helm, Stalin’s death was reportedly the result of secret police chief Laventy Beria’s poisoning of him or withholding medical care, and Beria himself was, in turn, executed at Nikita Khrushchev’s insistence. Khrushchev spent seven years under virtual house arrest after being toppled by Leonid Brezhnev, KGB head Yuri Andropov’s and his successor’s reigns lasted little over a year each. Finally, Mikhail Gorbachev tried to put an end to the 74-year criminal conspiracy that was the USSR.

The better news is, of course, that today’s Russia does not appear to pose the immediate threat to global peace and freedom that the Soviet Union represented, but it is still Russia. The Russians after 1991 abandoned Marxism as the failed socialist experiment it was, but many pine for the days when Moscow was expanding and feared by all and sundry.

Twenty-five-plus years later, Vladimir Putin and his friends have perfected personal financial gain from public service to an art form, leading to nearly incalculable personal wealth. Bloomberg News reports Mr. Putin may be the world’s richest man at $200 billion. In his top-down political structure, that corruption is not likely to change in the near-term.

Changes in the Kremlin will, as always, come slowly, but President Trump’s team also knows that avoiding a new Cold War would be a boon to the global economy. The question then becomes not whether, but how to engage, Mr. Putin, a Russian leader who Russian chess grandmaster Garry Kasparov has said in private may be a better chess player than he.

구소련의 정치적 변화과정은 추악했다. 조직 책임자로서의 자기 차례를 기다릴 수 없었던 이오시프 스탈린이 조종한 의사들이 블라디미르 레닌의 죽음을 도왔고, 스탈린의 죽음은 비밀경찰 두목 라벤티 베리아가 독살했거나 혹은 치료를 중지시킨 결과로 알려져 있으며, 베리아 자신은 결국 니키타 흐루쇼프의 주장에 따라 처형되었다. 흐루쇼프는 레오니트 브레즈네프에 의해 실각한 후 사실상 가택연금을 7년 동안 당했고 KGB 두목 유리 안드로포프와 그의 후계자의 통치는 각기 1년을 겨우 넘겼다. 끝으로 미하일 고르바초프는 소련이라는 범죄적 음모의 74년 역사에 종지부를 찍으려고 노력했다.

물론 오늘의 러시아가 구소련처럼 세계 평화와 자유에 대한 즉각적인 위협을 제기하지 않는 것으로 보인다는 점은 좀 더 나은 소식이지만 러시아의 속성은 변함이 없다. 러시아인들은 1991년 이후, 마르크스 사상을 실패한 사회주의 실험으로 낙인찍어 포기했지만 다수는 모스크바가 팽창을 계속하고 모든 사람이 두려워했던 시절을 그리워한다.

25년이 더 지난 후 블라디미르 푸틴과 그의 친구들은 공익사업으로부터 사리를 도모하는 수법을 예술의 경지로 완성해 거의 계산할 수 없을 정도의 개인 재산 축적을 유도했다. 푸틴은 2000억달러를 보유하여 세계 최고의 부자일 가능성이 있다고 블룸버그통신은 보도한다. 그의 상명하복식 정치구조 안에서는 그런 부패가 가까운 장래에 변화할 가능성이 없다.

항상 그렇듯이 크레믈 내부의 변화는 느리게 이루어지지만 트럼프 대통령의 팀은 새로운 냉전을 피하는 것이 세계경제에 요긴하리란 것 또한 알고 있다. 다음에 제기되는 질문은, 포용 여부가 아니라 어떻게 포용할 것인가이다. 러시아 최고의 체스 선수인 가리 카스파로프가 사석에서 말한 바와 같이 러시아 지도자 푸틴은 카스파로프를 능가하는 체스 선수일지도 모른다.
