[WT논평] An advice for South Korean president

In the 64 years since the end of the Korean War, South Korea has built itself into a regional economic powerhouse and a global innovator whose citizens enjoy a stable economy and democratic governance. At this moment in its history, however, serious economic, political and national security risks threaten this stunning accomplishment.

A new president taking the helm following a political scandal, a belligerent Kim Jong-un in the North, and intensifying economic challenges have created a volatile situation where missteps could quickly undermine decades of peace and prosperity for South Korea.

Mr. Moon’s election, marking a rather sudden about-face from the policies that have shaped Korea’s economic success, means the country could go in a very different direction ― but which direction and where it leads are open questions.

On top of these internal challenges, Mr. Moon inherited a brazen and antagonistic leader in the North. A series of defiant missile tests potentially capable of delivering nuclear weapons suggest Kim Jong-un is increasingly impervious to international pressure, or simply reckless. While Koreans have lived with an uneasy cease-fire for more than 60 years, with the 33-year-old Mr. Kim, they have never before faced with such erratic leadership in the North.

Meanwhile, South Korea’s economic performance could invite new challenges as well. Due in no small part to uneven exports, its GDP has effectively stalled.

With the serious economic and military threats circling South Korea, President Moon must take steps to demonstrate to North Korea and the global marketplace that South Korea is stable, secure and committed to sustaining the economic progress it has made over the years.

한국전쟁이 끝나고 64년이 지난 현재 한국은 시민들이 안정된 경제와 민주적인 통치를 누리는 지역의 경제강국을 건설했다. 그러나 역사의 현시점에서 경제와 정치, 국가안보의 심각한 위험이 이런 놀라운 성취를 위협하고 있다.

정치 스캔들에 뒤이어 신임 대통령이 정권을 잡았고 북한의 김정은은 호전적이고 경제의 각종 난제가 악화됨으로써 유동적인 상황이 초래되어 잘못된 행보가 수십년에 걸친 한국의 평화와 번영을 신속히 약화시킬 수 있다.

한국의 경제적 성공을 실현한 각종 정책으로부터 180도 방향 전환을 할 가능성의 전조인 문재인 대통령의 당선은 한국이 과거와 매우 다른 방향으로 갈 수 있다는 것을 의미한다. 그러나 어떤 방향으로 갈 것인지는 미지수다.

이러한 국내의 여러 가지 과제에 덧붙여 문 대통령은 철면피하고 적대적인 북한 지도자를 물려받았다. 잠재적으로 핵무기를 운반할 수 있는 미사일을 연달아 도발적으로 시험발사한 사실은 김정은이 국제적 압력의 영향을 갈수록 덜 받거나 혹은 단순히 무모하다는 것을 의미한다. 한국인들은 60년 이상 불안한 휴전 속에 살아왔으나 33세의 김정은처럼 변덕스러운 북한 지도자는 과거에 겪어본 적이 없다.

한편 한국의 경제 실적은 또한 각종 난제를 초래할 수 있다. 고르지 않은 수출의 적지 않은 영향 때문에 국내총생산은 사실상 멈췄다.

한국을 둘러싼 여러 가지 심각한 경제·군사적 위협에 직면한 문 대통령은 한국이 안정되고 안전하며 과거 여러 해 동안 성취한 경제 발전의 유지에 열성적이란 점을 북한 및 세계시장에 보여주는 행보에 나설 필요가 있다.
