[WT논평] Saudi Arabia faces growing pressures

OPEC member’s decision to cut oil output won’t help Saudi Arabia in the long term. The kingdom problems run far deeper and even at $50 a barrel, it will face a large deficit requiring more borrowing and subsidies cuts that will bring more pain on a population accustomed to easy life.

Saudi Arabia has managed to escape the “Arab Spring” using its oil profit reserves and a strong and experienced leadership. Today the kingdom is in a different situation as it faces growing pressures that might eventually lead to political instability. Economic uncertainty grows as cuts to subsidies and salaries impact Saudis that are accustomed to the prosperity brought by oil while the government has been running massive deficits over the last two years. Salaries are going down and costs are going up. So is the frustration of ordinary people. Construction workers torched buses during demonstrations in the holy city of Mecca because they had not been paid in months.

Added to that is the political uncertainty caused by the rivalry for the throne between Crown Prince Muhammad bin Nayef, and Deputy Crown Prince Muhammad bin Salman who’s inexperience, some would even add recklessness, has led U.S. officials to worry about possible regime collapse. Saudi royals, once prudent and cautious, are now determined to lead a senseless and costly war in neighboring Yemen. Internal security is another problem as ISIS repeatedly has shown that it has a strong presence inside the kingdom.

The U.S. should better scrutinize Saudi stability and make contingency plans in case it would be at risk. It should also ask: What does Saudi instability mean for its neighboring monarchies, some confronting similar challenges?

사우디의 정치 불안과 중동정세

오펙 회원국의 석유 감산 결정은 장기적으로 사우디아라비아에 도움이 되지 않을 것이다. 이 왕국의 여러 가지 문제는 훨씬 심각하며 심지어 1배럴당 50달러에도 이 나라는 더 많은 융자와 보조금 삭감을 필요로 하는 대규모 예산적자에 직면할 것이다. 보조금 삭감은 편한 생활에 익숙해진 국민들에게 더 많은 고통을 초래할 것이다.

사우디아라비아는 비축된 석유 이익과 강력하고 노련한 지도력을 이용하여 “아랍의 봄”을 가까스로 모면했다. 오늘날 이 왕국은 결국 정치적인 불안정을 유도할 가능성이 있는 각종 점증하는 압력에 직면하는 또 다른 상황에 놓여 있다. 정부가 지난 2년 동안 막대한 예산적자를 내는 가운데, 석유가 가져온 번영에 익숙한 사우디아라비아인들이 보조금과 급여 삭감의 영향을 받음에 따라 경제적인 불안정이 증가하고 있다. 급여는 내려가고 물가는 올라가고 있다. 일반 국민들의 실망 또한 그렇다. 성스러운 도시 메카에서는 건설 근로자들이 몇 달 동안 임금을 받지 못했기 때문에 시위를 벌이는 동안 여러 대의 버스에 불을 질렀다.

더군다나 왕세자 무하마드 빈 나예프와 왕위계승 다음 서열 왕자인 무하마드 빈 살만 사이의 왕권 경쟁으로 초래된 정치 불안으로 인해 미국 정부 관리들은 정권 붕괴 가능성을 걱정하게 되었다. 과거 신중하고 조심스러웠던 사우디아라비아 왕족들은 지금 이웃나라 예멘에서 무분별하고 비용이 많이 드는 전쟁을 이끌어갈 결심이다. 이슬람국가가 이 왕국 내부에 강력한 세력을 보유한 사실을 거듭 보여줌에 따라 국내의 안보는 또 다른 문제다.

미국은 사우디아라비아의 안정을 면밀히 검토하고 이 나라가 위험에 처하는 경우에 대비한 비상계획을 세우는 것이 좋다. 미국은 다음과 같은 의문도 제기해야 한다. 사우디아라비아의 불안정이, 몇몇 나라가 비슷한 도전에 직면한 이웃 왕국들에게 어떤 의미를 갖는가.
