[WT논평] American taxpayers should spend less on U.N.

The New York Times reported that it had “obtained” copies of a “draft” executive order that would “clear the way to drastically reduce the United States’ role in the United Nations and other international organizations.”

Is The New York Times correct to assert that paying less means playing a reduced role? The United States gets one vote on the Security Council ? just like Russia and China. The U.S. gets one vote in the General Assembly ? just like Iran and Venezuela. How much money we fork over doesn’t change that.

The New York Times warned that such cuts “could severely curtail the work of United Nations agencies, which rely on billions of dollars in annual United States contributions for missions that include caring for refugees.” Are there no other nations that could pick up the slack when it comes to funding efforts to care for refugees? No European nations, no members of the Arab League or the Organization of Islamic Cooperation?

Should the president sign the draft order, funding could be terminated to any international agency that contributes to systematic violations of human rights, is controlled by a state that sponsors terrorism, supports activities that circumvent U.S. sanctions against Iran or North Korea, gives full membership to the Palestinian Authority, or funds abortions.

Reports of mismanagement, corruption and fraud throughout the organization have been numerous. Calls for reform and transparency have been unavailing. Does this really sound like a good investment for American Taxpayer?

According to estimates by Heritage Foundation scholar Brett D. Schaefer, the U.S. shells out “approximately $8 billion a year in mandatory payments and voluntary contributions to the United Nations and its affiliated organizations.” That’s more than is contributed to the U.N. by 183 of the U.N.’s 193 members ? combined.

뉴욕타임스는 “유엔과 다른 여러 국제기구에서 미국의 역할을 대폭 줄이는 길을 트게” 되는 행정명령 “초안”의 사본을 “입수했다”고 보도했다.

지불의 축소가 담당하는 역할의 축소를 의미한다는 뉴욕타임스의 주장은 옳은가. 미국은 러시아 및 중국과 마찬가지로 유엔안전보장이사회에서 한 표를 행사한다. 미국은 이란 및 베네수엘라처럼 유엔 총회에서 한 표를 행사한다. 우리가 지불하는 돈의 액수가 그 사실을 변화시키지 않는다.

그러한 삭감이, “난민 구호를 포함하는 각종 임무에 대한 미국의 연례 헌금 수십억 달러에 의존하는 유엔 산하 기관들의 업무를 심각하게 줄일 수 있다”고 뉴욕타임스는 경고했다. 난민 구호 노력에 대한 자금 조달의 경우 방만한 지출을 부담할 수 있는 나라들이 달리 없을까. 유럽연합 국가들, 아랍연맹 회원국들, 이슬람협력기구는 부담할 수 없는가.

대통령이 명령 초안에 서명할 경우 인권을 조직적으로 침해하는 데 기여하고 테러를 후원하는 나라의 관리를 받으며 이란 혹은 북한에 대한 미국의 제재조치를 피해가고 팔레스타인 자치정부에 완전한 회원국 자격을 부여하거나 혹은 낙태에 자금을 제공하는 모든 국제기구에 대한 자금 제공이 중단될 수 있다.

이 기구 전반의 관리부실, 부패, 사기에 관한 보도가 다수 나오고 있다. 개혁 및 투명성에 대한 요구는 효과가 없다. 이것이 미국 납세자들에게 진실로 좋은 투자처럼 보이는가.

헤리티지재단 학자 브레트 D 셰퍼에 따르면, 미국은 “유엔 및 그 산하 기구에 의무 지불 및 자원 헌금을 통해 연간 대략 80억달러를” 쏟아붓고 있다. 그 액수는 193개국으로 구성된 유엔의 회원국 183개국이 기여한 액수를 합산한 것보다 많다.
