[WT논평] Russia is interested in ensuring peace

The ongoing shaping of new polycentric world order is accompanied by growing instability. There are increasing risks posed by terrorism and extremism, regional conflicts and migration crisis. “Information wars” are incited to undermine sovereign states. Some countries pursue the same nefarious purpose by resorting increasingly often to illegal unilateral trade and financial sanctions challenging the exclusive prerogative of the United Nations Security Council.

All of this has seriously hampered the efforts to finally overcome the crisis and get the world economy back on track towards steady and balanced growth. It has affected investment, global GDP growth rate and international trade.

In the Asia-Pacific, the effects of these negative tendencies have been mitigated by major technological and financial potential that has enabled the region to maintain its leading positions in world affairs. However, it is evident that the growing challenges will undoubtedly have a negative impact on the prospects of long-term growth in the region.

As a Eurasian power and an inalienable part of the Asia-Pacific region in terms of geography, history, politics, and economy, Russia is interested in ensuring peace, stability and prosperity in the entire region. Constructive involvement in the system of dynamic economic links therein is an objective prerequisite to successful fulfillment of our own tasks, particularly those of accelerated development of the Russian Far East, including via participation in regional integration processes.

We are convinced that the only possible way to create a favorable environment for sustainable progress in today’s increasingly interconnected world is through cooperation with obligatory regard for the interests of all countries. This is true of both politics and economy.

In politics and security, we stand for tackling this task through collective development of a code of mutually acceptable conduct based on the principle of equal and indivisible security.

러시아는 아·태 지역의 번영을 원한다

새로운 다극적인 세계의 형상화가 진행 중인데 여기에는 커지는 불안정이 따른다. 테러와 극단주의 및 지역 분쟁과 이민 위기가 제기하는 위험이 커지고 있다. 주권 국가들을 약화시키기 위해 “정보 전쟁”이 조장된다. 일부 국가들은 유엔안전보장이사회의 독점적인 특권에 도전하는 불법적인 일방 무역 및 금융제재에 갈수록 더 자주 의존함으로써 동일한 비도덕적 목적을 추구한다.

이 모든 것은 최종적으로 위기를 극복하고 세계 경제를 안정되고 균형 잡힌 성장의 궤도에 되돌려 놓는 노력을 심각하게 방해한다. 그것은 투자와 세계적인 국내총생산 성장률, 국제무역에 영향을 미쳤다.

아·태 지역에서는 이런 부정적인 각종 추세의 영향이, 세계문제에서 차지하고 있는 이 지역의 선도적 지위 유지를 가능하게 한 기술 및 금융의 잠재력에 의해 완화되고 있다. 그러나 커지는 각종 도전이 아·태의 장기 성장 전망에 의문의 여지없이 부정적 영향을 미칠 것은 분명하다.

지리와 역사 및 정치와 경제 면에서 유라시아의 강대국이며 아·태 지역의 불가분의 일부인 러시아는 역내의 평화와 안정 및 번영의 보장에 관심을 기울인다. 역동적인 역내 경제 연결 체제에 대한 건설적인 참여는 우리의 각종 과업 특히 지역적 통합 과정 참여를 포함한 러시아 극동지역의 가속적 개발을 성공적으로 달성하는 객관적 전제조건이다.

점점 상호 연결되는 세계에서 지속 가능한 발전에 유리한 환경을 만드는 유일하게 가능한 길은 모든 나라들의 이익을 의무적으로 고려한 협력을 통해 달성된다고 우리는 확신한다. 이는 정치와 경제 양면에서 진실이다.

정치와 안보 면에서 우리는 평등하고 분리가 불가능한 안보 원칙에 바탕을 둔 상호 용납할 수 있는 행동수칙의 집단적 개발을 통해 이 과업에 단호히 대처하는 데 찬성한다.
