[WT논평] North Korea re-engages in saber-rattling (3)

Even now Mr. Kim is creating new front companies - supported by Chinese banks - to circumvent sanctions. A strong forward-deployed presence - with robust allied cost-sharing - is essential in securing the undivided attention of North Korea and China, which think we are irresolute in pursuing our national interests. They must be disabused of this.

First, the United States should return two full U.S. Army divisions to South Korea with accompanying field artillery rocket brigades and missile defense units to effectively confront the threat of North Korean tactical artillery and missiles to South Korea.

Second, the United States should re-engage in robust U.S.-allied military exercises to demonstrate that if Mr. Kim seeks armed conflict, he will lose.

Third, the United States should initiate negotiations with the Philippines to restore our naval and air power projection in the region, making our intent clear to both Pyongyang and Beijing. It’s one thing for the United States to aspire to deterrence and freedom of navigation in the region. It’s entirely another to be a resident there.

Fourth, the United States should negotiate with our reliable ally, Australia, to develop a U.S.-Australian joint warfare training and testing center for forces and capabilities that may be called upon to confront armed aggression in East Asia. In resisting Chinese aggression in the region, such joint training and testing would be beneficial.

The influence fulcrum shift favoring North Korea and China has accommodated increased Chinese aggression in the region as well as Mr. Kim’s continued brinkmanship. It’s time to set both straight and a resurgence of forward-deployed forces in the region is a vital step in deterring war.

심지어 지금도 김정은은 제재조치를 피하기 위해서 중국 은행들의 도움 아래 새로운 앞잡이 회사들을 만들고 있다. 동맹국이 견실한 비용분담을 하는 강력한 군사력의 전진 배치는 북한과 중국의 완전한 주목을 받는 데 필수적이다. 국가 이익을 추구하는 면에서 우리가 결단력이 없다고 두 나라는 생각한다. 그들의 이런 생각을 바로잡을 필요가 있다.

첫째, 미국은 한국을 겨냥한 북한의 전술 포 부대 및 미사일의 위협에 효과적으로 대응하기 위해서 야전 로켓포 여단들과 미사일방어 부대들을 갖춘 미 육군의 완전한 2개 사단을 한국에 재배치할 필요가 있다.

둘째, 미국은 만약 김정은이 무력충돌을 시도할 경우 패배하리란 것을 보여 주기 위해서 동맹국과 강력한 연합군사훈련에 다시 참여해야 한다.

셋째, 미국은 동아시아에 미국 해군과 공군 병력의 재배치를 위해서 필리핀과의 협상을 시작해야 한다. 이는 평양과 베이징 양쪽에 우리의 의사를 분명히 보여주게 된다. 미국이 동아시아에서 억지력과 항해의 자유 유지를 간절히 바라는 것과 그곳에 군사력을 상주시키는 것은 완전히 다른 것이다.

넷째, 미국은 동아시아에서 무력침공에 대항하는 데 소집될 수 있는 각종 군사력과 역량을 위한 미국·호주 합동 전쟁훈련 및 실험센터를 개발하기 위해서 미국의 신뢰할 수 있는 동맹국인 호주와 협상을 벌여야 한다. 역내에서 중국의 침공에 대항하는 데는 그러한 합동훈련 및 실험이 유익할 것이다.

영향력의 지렛대가 북한과 중국에 유리한 방향으로 기울어짐에 따라 김정은이 벼랑끝 전술을 계속하고 중국이 역내에서 침략을 증가시키는 여지를 만들었다. 지금 이 두 가지 현상을 시정할 때가 되었으며, 역내에서 미국 군사력의 전진배치 부활은 전쟁을 억제하는 데 있어 중요한 조치다.
