[WT논평] Economic sanctions take many forms

By J. William Middendorf II (former secretary of the Navy) Carl von Clausewitz thought of military war as a continuation of diplomacy through other means. Economic sanctions are economic war and should be similarly regarded as tactics subordinated to a diplomatic strategy.

The 1961 quarantine of Cuba targeted the whole country, but the 2014 Russiasanctions singled out a few economic sectors, enterprises and individuals. The Iran sanctions of a decade ago used asset freezes, an oil embargo and financial isolation, while the current sanctions against North Korea emphasize trade restrictions. And they can be imposed by single countries or multilaterally.

Sanctions can be designed to discourage behavior, punish actions, cause regime change or weaken a country’s economy.

President Trump’s North Korea goal is crystal-clear: Rogue North Korea will not be allowed to have nuclear weapons with which to blackmail the United States and its allies. The U.S. has enlisted almost the entire world community to impose the harshest economic sanctions on North Korea. But this will not be enough. “The North Koreans will eat grass before giving up their nukes,” said Russian President Vladimir Putin. And he is right.

But America is going beyond sanctions. Through skilled diplomacy it is further isolating North Korea from the world, even from China, its vital ally. And, critically important, the U.S. has left the military option on the table. No one can predict the outcome of this conflict, but the U.S. is getting the odds in its favor.

Reluctantly, America and its allies must sometimes use coercion to safeguard world peace. Sanctions can crush an economy, but by themselves they will not force a dictator to change course ? dictators don’t care if their people become grass eaters. To be effective, sanctions must be melded with the threat of hard power and skilled diplomacy into a comprehensive strategy.

카를 폰 클라우제비츠는 군사전쟁이 다른 여러 수단을 통한 외교의 연장으로 생각했다. 경제 제재는 경제적인 전쟁이며 비슷하게 외교적인 전략의 후순위 전술로 간주되어 마땅하다.

1961년의 쿠바 격리는 나라 전체를 표적으로 삼았으나 2014년의 러시아 제재는 몇 개의 경제 부문과 기업들 및 개인들을 지목했다. 10년 전의 이란 제재는 자산 동결, 석유 금수, 금융 고립을 사용한 반면 현재의 대북한 제재는 무역 제한에 역점을 둔다. 또한 제재는 단일 국가들에 의해서나 혹은 다자적으로 시행될 수 있다.

제재는 행동을 막거나 처벌하거나 정권 교체를 야기하거나 혹은 한 국가의 경제를 약화시키기 위해서 고안될 수 있다.

트럼프 대통령의 북한 목표는 아주 명백하다. 즉 불량국가인 북한이 미국 및 동맹국들을 협박하는 수단으로 삼는 핵무기의 보유를 허용하지 않는 것이다. 미국은 북한에 가장 가혹한 경제 제재를 가하기 위해 국제사회 거의 전체를 참여시켰다. 그러나 이것은 충분하지 않을 것이다. 러시아 대통령 블라디미르 푸틴은 “북한 사람들이 자기네 핵무기를 포기하느니 풀을 먹을 것이다”라고 말했다. 그리고 그의 말은 옳다.

그러나 미국은 제재 이상을 하려고 한다. 숙련된 외교를 통해서 미국은 북한을 국제사회에서 더욱 고립시키고 있다. 사활적인 동맹국인 중국으로부터도 고립시킨다. 또한 대단히 중요한 것은, 미국이 군사적 선택 대안을 테이블 위에 남겨두고 있다는 점이다. 이 갈등의 결과를 누구도 예측할 수 없으나 미국은 승산을 높이고 있다.

미국과 동맹국들은 세계 평화를 지키기 위해 때로는 마지못해 강압을 사용해야 한다. 제재는 한 나라의 경제를 파괴할 수 있으나 제재 자체로는 한 독재자의 진로 변경을 강요하지 못할 것이다. 독재자들은 자기 국민들이 풀을 먹는 것에 구애받지 않는다. 효과를 내기 위해서는 제재가 하드파워의 위협 및 숙련된 외교와 더불어 포괄적인 전략으로 합쳐져야 한다.
