[WT논평] Russia, China, North Korea and Iran are tacit allies in a New Cold War

Mr. Trump’s State Department advisors pretend, as did the Obama administration, that no linkage exists between North Korea and Iran’s nuclear and missile programs, and none between these rogue states, China and Russia. However, these assumptions are fundamentally false.

The strategic environment for nuclear arms control has altered radically since the Cold War. Russia, China, North Korea and Iran are tacit allies in a New Cold War against the United States.

North Korean and Iranian nuclear and missile threats are built on Russian and Chinese technology. And Iran and North Korea are strategic partners, bound by interests and treaty, to cooperate on missile and nuclear programs.

Iran’s missiles are mostly based on North Korean missiles ? which are mostly derived from Russian and Chinese missiles.

Expert testimony and evidence provided to Congress has proven North Korean and Iranian collaboration on nuclear missiles, widely reported in the press.

But President Trump’s State Department advisors appear to have forgotten the existence of a nuclear missile “axis of evil” between North Korea, Iran, Russia and China.

Even if Mr. Trump gets everything he wants in denuclearization talks with North Korea, what is to stop Iran from clandestinely carrying on North Korea’s nuclear weapons program?

Even if Mr. Trump gets everything he wants in denuclearization of both Iran and North Korea, what is to stop Russia and China from clandestinely making them nuclear missile states overnight?

No matter what Pyongyang and Tehran may agree to, assume the agreements are worthless. Proceed with U.S. nuclear forces modernization, space-based missile defenses and EMP protection of the electric grid full speed ahead.

트럼프 국무부의 고문들은 오마바 행정부가 그랬던 것처럼 북한과 이란의 핵 및 미사일 계획 그리고 중국, 러시아와 이런 불량국가들 사이에 아무런 관련이 없는 것으로 가장한다. 그러나 이런 추정은 근본적으로 허위다.

핵무기 통제의 전략적 환경은 냉전 이후 급격하게 변했다. 러시아, 중국, 북한, 이란은 신냉전에서 미국에 적대시하는 암묵적인 동맹국들이다.

북한과 이란의 핵무기 및 미사일 위협은 러시아와 중국의 기술을 바탕으로 구축되고 있다. 그리고 이란과 북한은 각종 이해관계 및 조약에 따라 미사일과 핵 계획에 협력하는 전략적인 동반자들이다.

이란의 미사일은 대부분 북한 미사일에 바탕을 두고 있으며, 북한 미사일은 주로 러시아와 중국 미사일에서 유래했다.

미국 의회에 제출된 전문가 증언과 증거는, 언론에 널리 보도된 북한과 이란의 핵미사일 관련 공동작업을 증명했다.

그러나 트럼프의 국무부 고문들은 북한, 이란, 러시아, 중국 사이에 형성된 핵미사일 ‘악의 축’의 존재를 잊은 것으로 보인다.

트럼프가 북한과의 비핵화 회담에서 원하는 것을 모두 얻는다 할지라도 이란이 북한의 핵무기 계획을 비밀리에 추진하는 것을 무엇으로 막을 것인가.

트럼프가 이란 및 북한 양국과의 비핵화에서 원하는 것을 모두 얻는다 할지라도 러시아와 중국이 비밀리에 이 두 나라를 하룻밤 사이에 핵미사일 국가로 만드는 것을 무엇으로 막을 것인가.

평양과 테헤란이 무엇에 동의를 하든 상관없이 그 동의가 무가치한 것으로 상정해야 한다. 미국의 핵무기 현대화, 우주배치 미사일방어체제, 전기 공급망의 EMP 보호대책을 전속력으로 추진해야 한다.
