[WT논평] How to promote growth in Africa

By Dan Negrea (columnist) Africa, the world’s poorest continent, will see its population double over the next three decades. Without significant development progress, this population tidal wave will cause great human suffering, trigger destabilizing migrations and impact global security. Development aid for Africa has not been a success. For both humanitarian and strategic reasons, America must lead the world community in finding new ways to help Africa.

Africa’s population is projected to grow from its current 1.3 billion to 2.5 billion in 2050. Three-fourths of this growth will occur in 27 countries in sub-Saharan Africa, whose population will at least double over this period. These 27 African nations will have dramatically larger numbers of young people to feed, clothe, educate and employ.

The countries facing this tremendous challenge are poor. Their per capita gross domestic product (GDP), the best measure of economic prosperity, ranges from $3,100 in Angola to just $434 in Somalia. To add some perspective, the world’s 2016 per capita GDP was $10,300. North America was first with $37,477 and Africa last with $1,809, preceded by Asia with $5,635.

A general look within these African societies is not comforting, either. The Fund for Peace publishes a Fragile States Index for 176 countries. The index reflects 12 indicators that measure economic, social, political and peace conditions. All these 27 African countries are above average in risk in the 2017 ranking.

For decades now, the advanced countries have been sending development aid to Africa ? with disappointing results.

Still, past development aid failures are no excuse for giving up on Africa. The world must find new ways to help, and do so urgently, before this population crisis hits.

세계에서 가장 빈곤한 대륙인 아프리카의 인구는 다음 30년 동안 2배로 증가할 것이다. 커다란 개발 과정이 없을 경우 이런 인구 급증은 대대적인 인간적 고통을 초래하고 안정을 위협하는 인구이동을 촉발하며 세계 안보에 영향을 미칠 것이다. 아프리카에 대한 개발 원조는 성공을 거두지 못했다. 인도주의와 전략적인 두 가지 측면의 각종 이유로 인해서 미국은 아프리카를 돕기 위한 새로운 방법을 모색하는 데 있어 국제사회의 앞장을 서야 한다.

아프리카의 인구는 현재 13억명에서 2050년이면 25억명으로 증가할 것으로 예상된다. 이런 증가의 4분의 3은 사하라이남 아프리카의 27개국에서 일어날 것이다. 이들 나라의 인구는 이 기간에 적어도 2배로 증가할 것이다. 이 27개국은 먹이고 입히고 교육하고 고용할 청년 인구가 극적으로 많아질 것이다.

이런 엄청난 도전에 직면한 나라들은 가난하다. 경제 번영의 가장 좋은 측정방식인 국내총생산은 이런 여러 나라에서 앙골라의 1인당 3100달러부터 소말리아의 불과 434달러까지 이른다. 균형감을 약간 보태자면, 2016년도 세계의 1인당 국내총생산은 1만300달러였다. 북아메리카가 첫 번째로 3만7477달러였고 아프리카는 맨 뒤로 1809달러였으며 아시아가 5635달러로 그 앞이었다.

아프리카의 이런 여러 사회 내부의 전반적인 겉보기 상황 역시 위안이 안 된다. 평화기금은 176개국의 취약상황지수를 발표한다. 이 지수는 경제, 사회, 정치, 평화의 조건을 측정하는 12개 지표를 반영한다. 아프리카의 이 27개국 모두 2017년 서열에서 위험이 평균보다 높다.

지금까지 수십 년 동안 선진국들은 아프리카에 개발원조를 보내왔는데 결과는 실망스럽다.

그럼에도 불구하고 과거의 개발원조 실패가 아프리카를 포기하는 구실은 못 된다. 세계는 새로운 지원 방법을 찾아야 하며 이 같은 인구 위기가 닥치기 전에 서둘러야 한다.
