[WT논평] Why more individuals depend on government

Self-reliance, Alexis de Tocqueville observed in his landmark work “Democracy in America,” was the organizing principle of American life, culture, and politics in the 19th century. Today, however, our nation seems to have reversed Tocqueville’s admiring formulation and become a nanny state in which more and more individuals depend on government to do not only what they can’t do for themselves, but far too much else.

Sure, there are plenty of hard-working Americans still around. But unlike our predecessors, many other present-day Americans show little or no interest in relying on their own mind and muscle to surmount obstacles. Since the 1930s, generations have grown up accustomed to depending on government as their first line of defense against not only serious trouble, but also the common vicissitudes of ordinary life.

The nanny state has conditioned vast numbers of us to view nearly any setback as a federal case. If you can’t pay your debts or taxes, never fear ? some federal program will surely bail you out.

And you don’t have to be poor, friendless, handicapped or underprivileged to get that help. The bigger your business and the more egregious your errors, the more you can expect the feds to save you.

Americans have been sliding into dependency ever since the New Deal began federalizing everyone’s problems, and particularly since Lyndon Johnson launched his so-called “Great Society.”

It all adds up to a profound loss of the self-reliance that built this country and made it great. Many of our seemingly benevolent programs succeed only in weakening people and condemning them to endless dependency.

렉스 토크빌은 그의 이정표적인 저서 “미국의 민주주의”에서 자립이 19세기 미국의 생활과 문화 및 정치를 조직하는 원칙이었다는 견해를 피력했다. 그러나 오늘날 우리나라는 토크빌의 찬양할 만한 공식을 뒤집고 유모국가로 변해 갈수록 많은 개인들이 자신이 할 수 없는 일뿐 아니라 그밖에 너무 많은 일을 정부가 해 주는 데 의존하고 있는 것으로 보인다.

아직도 열심히 일하는 미국인들이 우리 주변에 많이 있는 것은 분명하다. 그러나 우리의 선조들과 달리 오늘날 다른 많은 미국인들은 각종 역경을 극복하기 위해 자신의 의지와 힘에 의존하는 데 관심을 적게 보이거나 안 보인다. 1930년대 이후 여러 세대가 심각한 문제뿐 아니라 일상생활의 흔한 우여곡절에 맞서는 1차 방어선으로서 정부에 의존하는 데 점점 더 익숙해졌다.

유모국가는 우리들 가운데 방대한 수의 사람들이 거의 모든 차질을 중대사로 간주하도록 길들였다. 만약 당신이 자기 부채나 세금을 지불할 수 없을 경우 두려워하지 말라. 정부의 어떤 프로그램이 반드시 당신을 그런 곤경에서 구해줄 것이다.

그리고 당신은 정부의 지원을 받기 위해서 가난하거나 친구가 없거나 장애가 있거나 혜택의 소외자일 필요가 없다. 당신의 사업이 더 크고 당신의 과실이 더 지독할수록 당신은 연방정부가 당신을 구해 줄 것을 더 많이 기대할 수 있다.

미국인들은 뉴딜이 모든 사람의 각종 문제를 연방정부의 몫으로 만들기 시작한 이후 의존에 빠져 들었다. 특히 린든 존슨이 그의 소위 “위대한 사회”를 개시한 이래 그러했다.

그 모든 것이 합쳐져서, 이 나라를 건설하고 위대하게 만들었던 자립심의 엄청난 상실을 초래했다. 겉보기로 관대해 보이는 우리의 프로그램 다수는 사람들을 나약하게 만들고 그들에게 끝없는 의존을 선고하는 데 성공했을 뿐이다.
