[WT논평] How to stop North’s missile mission

Communist China, its banks and some creative flexing of U.S. financial muscle are the answer. The question is how to deal with Kim Jong-un and not have a lot of dead and maimed South Koreans as collateral damage.

True, China has stopped buying the North Korean coal that has helped keep food on Mr. Kim’s table and fuel and parts in his fission and ballistic factories. But that’s not enough of a money squeeze to get the job done.

Much more effective would be Beijing’s freezing all Chinese bank and other dollar transactions with Pyongyang.

The banks’ changing virtually worthless paper money into dollars for Mr. Kim is how he gets the cash to finance his highest desideratum: building and launching something someday that will actually hit a target instead of blowing up in his face on every lift-off.

President Trump and communist China’s President Xi Jinping (Mr. Trump’s new best bud) have already agreed that Mr. Xi’s our main man when it comes to instantly raising a great wall to block Mr. Kim’s long stumble toward nuclear stardom.

“If China does cut off all transactions with North Korea, we’ll be in a position where once again the dictator will not be able to pay his generals,” Chairman of the House Foreign Affairs Committee Ed Royce said recently. “That’s what happened the last time we had these kinds of sanctions imposed on Chinese banks ? some 10 banks ? back during Banco Delta Asia.”

“We are looking at shutting off every dime of money that goes in there,” he said. Why? “Because it’s very expensive” to run a nuclear bomb and ballistic missile program like Mr. Kim’s.

If Mr. Kim “cannot pay for the foreign parts and if you get the cooperation from China, you can shut it down,” Mr. Royce said.

북한 핵개발 차단의 열쇠는 중국이다

공산주의 중국과 중국 은행들 및 미국의 다소 창의적인 재정적인 힘의 위협이 해답이다. 문제는 북한 김정은을 어떻게 다룰 것인지, 부수적인 대규모 한국인 사상자 피해를 어떻게 막을 것인가이다.

중국이 북한의 석탄 구입을 중단한 것은 사실이다. 북한산 석탄은 김정은 식탁의 음식과 핵분열 및 탄도탄 공장의 연료와 부품을 계속 공급하는 것을 도왔다. 하지만 그 정도 금전적 압박은 필요한 일을 성사시키는 데 불충분하다.

베이징이 모든 중국 은행의 평양과의 거래 및 다른 달러 거래를 중단하는 조치가 훨씬 더 효과적일 것이다.

중국 은행들이 김정은을 위해서 사실상 무가치한 지폐를 달러로 교환해 주는 것이 그의 가장 긴급한 목표, 즉 발사 때마다 그의 면전에서 폭발하는 대신 장차 표적을 실제로 타격할 무기를 제작하여 발사하는 데 필요한 재원을 김정은이 마련하는 방법이다.

트럼프 대통령과 그의 최신 절친인 시진핑 중국 국가주석은 핵 스타의 반열을 향한 김정은의 오랜 비틀거림을 막기 위한 장성의 즉각 건설에 관한 한 시진핑이 우리의 가장 가까운 친구라는 데 이미 합의했다.

에드 로이스 미국 하원 외교위원장은 최근 이렇게 말했다. “중국이 북한과의 거래를 모두 단절한다면 독재자가 자기 장군들에게 급료를 지불할 수 없게 만드는 입장에 우리가 또다시 설 것이다. 과거 방코델타아시아 사건 당시 대략 10개 중국 은행에 비슷한 유형의 제재를 가했을 때 그런 현상이 마지막으로 나타났다.”

그는 “우리는 그곳으로 들어가는 모든 자금의 차단을 검토하고 있다”고 말했다. 이유는 무엇인가. 김정은과 같은 핵폭탄 및 탄도미사일 계획을 운영하는 ‘대가가 매우 비싸기’ 때문이다.

이어 그는 “만약 김정은이 외제 부품 값을 지불할 수 없고 당신이 중국의 협력을 얻을 경우 당신은 상황을 종료시킬 수 있다”고 말했다.
