[WT논평] A new American peace alliance

The United States needs a grand strategy to guide its foreign policy. The Trump Doctrine should announce boldly that America is back in the world leadership business and that it stands resolutely for peace. America should call out countries that threaten world peace and form military alliances with their neighbors to confront them.

The key premise for this strategy is that America clearly announce to the world that it is ready to lead again ? and not from behind. It remains the indispensable nation that must always be involved in the world and lead peace-loving countries.

The objective of this policy is to preserve peace. Importantly, unlike past American foreign affairs strategies, this policy’s aim is not to promote democracy.

An American peace alliance should be set up in the Pacific. Economically ascendant China has become more confrontational militarily. It is challenging the status quo regarding islands and maritime rights in the South China Sea, bringing it in conflict with the Philippines, Vietnam, Indonesia, Brunei, Taiwan, and Malaysia. China is adding sand to existing reefs to create man-made islands on which it places military assets. To the north, China is claiming the Japanese islands and reefs of Senkaku. The Chinese navy is engaging in provocative actions to intimidate its neighbors.

Secretary of State Rex Tillerson called these actions a threat to the entire world economy and promised that America will confront China. A helpful step in this direction would be to create a Pacific peace alliance led by America and including the above countries, plus India, South Korea, and Australia. The alliance’s members should denounce China’s peace breaking actions in a global communications campaign, hold joint naval exercises. China would face a formidable alliance were it to continue with its aggressive actions.

미국은 외교정책의 지침이 되는 원대한 전략이 필요하다. 트럼프 독트린은 미국이 세계를 이끄는 업무에 복귀하여 평화를 단호히 옹호한다는 것을 과감하게 발표해야 한다. 미국은 세계 평화를 위협하는 나라들의 이름을 부르고 그들과 맞서기 위해 그들의 이웃 나라들과 군사동맹을 결성해야 한다.

미국이 뒤가 아니라 앞에서 다시 이끌 용의가 있다는 것을 세계에 분명히 밝히는 것이 이런 전략의 핵심 전제다. 미국은 항상 세계에 개입하고 평화 애호 국가들을 이끌어야 하는 데 여전히 필수적인 국가이다.

이 정책의 목적은 평화 유지다. 과거 미국의 여러 외교문제 전략과 달리 이 정책은 민주주의 체제 장려를 지향하지 않는 것이 중요하다.

미국의 평화동맹을 태평양에서 결성할 필요가 있다. 경제적으로 상승하는 중국은 군사적으로 더욱 대립을 일삼게 되었다. 중국은 남중국해에서 여러 섬과 각종 해양의 권리와 관련된 현재 상황에 도전함으로써 필리핀, 베트남, 인도네시아, 브루나이, 대만, 말레이시아와 분쟁을 일으킨다. 중국은 인공섬을 만들기 위해 기존의 몇몇 암초에 모래를 추가하고 그 위에 여러 가지 군사적 자산을 배치한다. 북쪽에서 중국은 일본의 센카쿠 열도 및 암초에 대한 영유권을 주장한다. 중국 해군은 바로 이웃한 나라들을 위협하는 도발적인 행동을 일삼는다.

렉스 틸러슨 미 국무장관은 이런 행동이 전 세계의 경제에 대한 위협이라고 부르고 미국이 중국과 맞설 것이라고 약속했다. 미국이 주도하여 위의 나라들에 덧붙여 인도, 한국, 호주를 포함하는 태평양 평화 동맹을 창설하는 것이 이런 방향으로 나가는 데 도움이 되는 조치이다. 이 동맹의 회원국들은 세계적인 소통 운동을 통해 중국의 평화 파괴 행위를 비난하고 연합 해군훈련을 실시해야 할 것이다. 중국은 공격적인 행위를 계속할 경우 강력한 동맹에 직면할 것이다.
