By Herbert London (president of the London Center for Policy Research) The purpose of capitalism is not job creation. The purpose of the capitalist economy is to create wealth. Employment and the subsequent distribution of the spoils of an economy are byproducts of capitalism.

Since its inception, capitalism has been in a perpetual state of evolution, from the Industrial Revolution that ignited an economy of mass production to the economy of mass productivity to, most recently, the economy of mass consumption. Each subsequent phase of capitalism has been associated with innovation, rise of productivity, and the immense creation of wealth.

Our current economic period was fueled by a huge expansion of credit. Through excessive borrowing, consumers have spent far more than they can afford, and the expansion of social programs and futile attempts to stimulate the economy via government spending have left the country with $20 trillion of debt. At this point the consumer is broke, the country is broke, and the economy of mass consumption is on a respirator and cannot be resuscitated by further spending. If not the spending, what then, is the catalyst that will take capitalism to its next phase of evolution?

Privatization of the infrastructure will open a new, multitrillion-dollar frontier for capitalism, and its effect could be massive. It has the potential to create a long-term economic expansion.

Privatization of the infrastructure is a product of the spontaneous evolution of our economic system and, therefore, is a historical inevitability. Inevitability, however, sometimes requires human intervention.

We should always remember that the government’s job is to enforce the law and spend people’s money in a manner consistent with the perceived national interest. It cannot produce wealth, employment and the other attributes of a free society. That is the job of capitalism.

자본주의의 진화와 인프라 민영화

자본주의의 목적은 일자리 창출이 아니다. 자본주의 경제의 목적은 부를 창출하는 것이다. 한 경제가 이룬 성과의 차후 분배와 고용은 자본주의의 부산물이다.

시작 이후 자본주의는, 대량생산 경제에 불을 붙인 산업혁명부터 대량생산성 경제 및 가장 최근에는 대량소비 경제에 이르기까지 끊임없이 진화하는 상태를 유지해왔다. 자본주의의 모든 후속 단계는 기술혁신, 생산성 향상, 거대한 부의 창출과 관련되어 있다.

현재 우리 경제 시대의 연료가 된 것은 거대한 신용의 팽창이다. 과도한 대출을 통해 소비자들은 자기네 여력보다 훨씬 많은 지출을 해 왔고 각종 사회주의적인 계획과 정부 지출을 통해 경제를 자극하기 위한 부질없는 시도로 이 나라는 20조달러의 빚더미 위에 올라앉았다. 이 시점에서 소비자와 나라는 파산했으며 대량소비 경제는 인공호흡기를 달고 있어 추가 지출로는 소생이 불가능하다. 만약 지출이 아니라면 무엇이 자본주의를 진화의 다음 단계로 끌고 갈 것인가.

인프라의 민영화가 자본주의의 새로운 지평을 열 것인데 그 규모는 수조 달러에 이를 것이며 그 효과는 막대할 가능성이 있다. 그것은 장기적인 경제 확장을 창출할 잠재력을 갖고 있다.

인프라 민영화는 우리 경제 체제의 자연스러운 진화의 산물이며 따라서 역사적 필연이다. 그러나 필연은 간혹 인간의 개입을 필요로 한다.

정부의 할 일은 법을 집행하고 인지된 국가 이익에 부합하는 방식으로 국민의 돈을 지출하는 것이란 점을 우리는 항상 기억할 필요가 있다. 정부는 부와 고용 및 여타 자유 사회의 각종 속성을 창출할 능력이 없다. 그것은 자본주의가 할 일이다.
