By Lee Edwards (fellow in the Heritage Foundation) A decade ago, in preparing a collection of essays, I asked several of America’s leading Sovietologists why a totalitarian system that seemed so strong, militarily and economically, gave up almost overnight.

Zbigniew Brzezinski, President Carter’s national security adviser, responded that Marxism-Leninism was “an alien doctrine” imposed by an imperial power culturally repugnant to the dominated people of Eastern and Central Europe.

Harvard historian Richard Pipes began by listing more profound causes: economic stagnation, the aspiration of national minorities, and intellectual dissent. But the “decisive catalyst,” Pipes insisted, was the utopian and coercive nature of communism’s objectives.

That Russian President Vladimir Putin, for example, has been allowed to limit and even eliminate so many human rights is a direct effect of the Communist reign of terror that operated in Russia for decades.

Social philosopher Michael Novak said that Communism set out to destroy the “human capital” on which free economy and a policy are based, and in so doing sowed the seeds of its own destruction.

Soviet economics, the economist Andrzej Brzeski declared, was fatally flawed from the beginning. Replacing private property rights with state ownership gave rise to a huge class of functionaries committed only to preserving their domains and pleasing their political bosses. Only the sustained use of force, Brzeski said, “could keep the communis[t] system from collapsing.”

Communist rulers could not stop the mass media from spreading the desire for freedom among the people. Far from being a fortress, the Soviet Union and its satellites were a Potemkin village easily penetrated by electronic messages of democracy and capitalism from the West.

10년 전 논문 수집 준비를 하는 과정에서 필자는 미국의 지도적인 구소련 연구가 몇 명에게 군사적으로나 경제적으로 그처럼 강력해 보였던 독재체제가 거의 하룻밤 사이에 끝장난 이유를 물었다.

카터 대통령의 국가안보 보좌관을 지낸 즈비그뉴 브레진스키는 마르크스-레닌 사상이 동부 및 중부 유럽의 피지배 주민들에게 문화적 반감을 사는 제국주의적 힘으로 강요한 “생경한 주의”였다고 대답했다.

하버드의 역사학자 리처드 파이프스는 경제적 침체, 소수민족들의 염원, 지식인들의 체제 반대라는 보다 깊은 원인에 귀를 기울이기 시작했다. 그러나 “결정적인 촉매”는 여러 가지 공산주의 목적의 이상주의적이고 위협적인 성격이었다고 파이프스는 주장했다.

예를 들어 러시아 대통령 블라디미르 푸틴이 매우 많은 인권을 제한하고 심지어 제거하도록 허용받은 사실은, 러시아에서 수십 년 동안 작동되었던 공산주의 공포정치의 직접적 영향이다.

사회철학자 마이클 노박은 공산주의가 자유경제 및 정책의 기반인 “인간 자본”의 파괴를 개시함으로써 자기 파멸의 씨앗을 심었다고 말했다.

소련식 경제학은 시작부터 치명적 결함을 지녔다고 경제전문가 안드르제지 브르제스키는 선언했다. 사유재산의 권리를 국가 소유로 바꾼 조치는, 자기네 영역을 지키고 정치적인 상사들의 환심을 사는 데만 전념하는 거대한 공무원 계급을 탄생시켰다. 오직 지속적 무력의 사용만이 “공산주의 체제의 붕괴를 막을 수 있었다”고 브르제스키는 말했다.

공산 지배자들은 매스미디어가 자유의 욕구를 국민들에게 퍼뜨리는 것을 못 막았다. 소련과 위성국들은 요새와는 거리가 먼, 서방 민주주의 및 자본주의의 전자 메시지에 쉽게 뚫린 은폐용 겉치레에 불과했다.
