By Herbert London (president of the London Center for Policy Research) In America, there is the prevailing view that there are discordant economic differences between left and right. The left wants to increase taxes and extend the economic role of government and the right, suspicious of government intervention in the economy, wants to rely on the free market.

But at the end of the Cold War, left-wing parties in the United States and Europe moved to the center. And the right may make the free market argument, but it has been seduced by government programs, including Social Security.

This convergence on economic issues brings to the fore the real differences between left and right on both sides of the Atlantic: culture. In the self-actualization movement of the 1970s, a post-materialistic politics emerged based on expression, gender, race and the environment.

This movement challenged prevailing norms and institutions and recasting politics in a postmodern framework that relied on theory more than reality. It also produced a counter reaction.

This sentiment reflects an emerging European model that is suspicious of immigration because it affects job security and cultural traditions. In fact, the immigration issue is what has united populists everywhere.

For many, the globalization of goods and services has produced pain and rejection. Elitists contend this has been an era of creation, but for those who are unemployed or underemployed, it is the era of destruction.

For decades establishment politicians emphasized the promise assuming that globalization will lead inexorably to economic growth. What they overlooked were those left behind. If there is a political test for the future it will be based on those capable of balancing the discontent of “the forgotten citizen” with the promise of technological change that profoundly influences the culture.

미국에서는 좌와 우 사이에 조화를 이루지 못하는 경제적 차이점들이 존재한다는 견해가 지배적이다. 좌익은 세금을 인상하고 정부의 경제적 역할을 늘리기를 원하고 우익은 경제에 대한 정부의 개입을 의문시하여 자유시장에 의존하기를 원한다.

그러나 냉전이 끝났을 때 미국과 유럽의 좌익 정당들은 중앙으로 이동했다. 그리고 우익은 자유시장 주장을 할지 모르나 사회보장제도를 포함한 정부의 각종 계획에 유혹을 느꼈다.

여러 가지 경제 현안에서 이루어진 이러한 접근은 대서양 양안의 좌익과 우익 사이의 진정한 차이점들 즉, 문화를 전면에 부각시켰다. 1970년대의 자아실현운동에서 표현과 성별 및 인종과 환경에 바탕을 둔 포스트 물질주의적인 정치가 등장했다.

이 운동은 지배적인 규범 및 제도에 도전했고 또한 현실보다 이론에 의존했던 포스트모던한 틀 내부에서 정치를 재구성했다. 그것은 또한 거부반응을 일으켰다.

이민이 고용보장과 문화적 전통에 영향을 미치기 때문에 이민을 의심의 눈초리로 바라보는 신흥 유럽식 모델이 이 거부 정서에 반영된다. 사실 이민문제는 모든 곳의 포퓰리스트들을 단결시켰다.

많은 사람들에게는 상품과 용역의 세계화가 고통과 배제를 초래했다. 엘리트주의자들은 지금이 창조의 시대라고 주장하지만 실업자나 능력 이하의 일을 하는 사람들에게는 지금이 파괴의 시대이다.

지난 수십 년 동안 기득권 정치인들은 세계화가 경제성장을 가차없이 유도할 것이라는 주장을 강조해 왔다. 그들이 간과한 것은 뒤처진 사람들이었다. 만약 미래에 대한 정치적 시험이 존재한다면, 그것은 “잊힌 시민들의” 불만과 문화에 깊은 영향을 미치는 기술 변화의 약속 사이에 균형을 맞출 능력을 가진 사람들을 기반으로 할 것이다.
