However, more sophisticated dynamic threat analysis, accounting for possible interactions and cascading miscalculations between actors (such as those that resulted in World War I) suggests pathways to nuclear war are not additive ? but exponential.

Thus, addition of North Korea to Russia and China as nuclear threats would, compared to the bipolar Cold War, increase pathways to Armageddon by nine-fold.

But even these cold calculations understate the danger, because the actors themselves are more dangerous, especially so in combination:

Russia is a failing military dictatorship seeking confrontation to control its population whose greatest asset is nuclear weapons. China is a rising totalitarian hegemon challenging America for world leadership through conventional and nuclear forces.

North Korea, perhaps most dangerous, a failed theocracy dedicated to the worship of Kim Jong-un, impoverished and weak, what political scientist Yehezkel Dror would call a “crazy state”? yet a military super-power because of nuclear missiles.

North Korea is a threat unprecedented in history. Never before has a state such an utter failure and so dysfunctional been able to threaten great powers ? until today with the advent of nuclear-armed North Korea.

North Korean elites are less predictable and more aggressive than Russia and China. Pyongyang launched the Korean War when it had no nuclear weapons, when the United States had an overwhelming preponderance in military power.

Kim Jong-un started threatening nuclear strikes against the United States in 2013, shortly after orbiting North Korea’s first satellite. He eagerly sought nuclear confrontation with President Obama and President Trump.

North Korea will not be disarmed peacefully. Forcibly denuclearizing North Korea is risky, but the alternative will be fatal.

1차 대전을 일으킨 부류의 세력들 사이의 가능한 상호작용 및 연속적인 오산을 설명하는 보다 고도화되고 역동적인 위협 분석은 핵전쟁으로 가는 길이 산술급수적이 아니라 기하급수적이란 점을 시사한다.

따라서 러시아 및 중국에 북한을 핵 위협으로 추가하는 것은 양극 냉전에 비해 인류의 종말로 가는 길을 아홉 배 증가시킬 것이다.

그러나 세력들 자체가 더욱 위험하고 특히 조합을 이룰 경우 그렇기 때문에 이런 냉정한 계산조차도 위험을 과소평가한다.

러시아는 쇠퇴하고 있는 군사독재 체제로서 핵무기가 최대의 자산이며 국민을 통제하기 위해 대립을 모색한다. 중국은 신흥 전체주의 패권국가로서 재래식 무기와 핵무기를 통해서 미국의 세계 주도권에 도전하고 있다.

실패한 신정국가로서 김정은 숭배에 전념하는 약소 빈국인 북한은 아마 가장 위험하여 정치과학자 예히스켈 드로어가 “미친 국가”라고 부를 법한 나라다.

북한은 역사상 전례가 없는 위협이다. 그처럼 철저히 실패하여 국가의 기능이 제대로 작동하지 않는 나라가 강대국들을 위협할 수 있는 능력을 보유한 경우는, 핵무장한 북한이 등장한 오늘날까지 없었다.

북한의 지배계층은 러시아 및 중국보다 예측이 더 어렵고 더 공격적이다. 평양은 핵무기를 보유하지 않았을 때에 한국전쟁을 일으켰다. 당시 미국은 군사력에서 압도적으로 우세했다.

김정은은 북한 최초의 인공위성을 궤도에 진입시킨 직후인 2013년에 미국을 핵무기로 공격하겠다고 협박하기 시작했다. 그는 오바마 대통령 및 트럼프 대통령과 핵 대치를 적극적으로 추진했다.

북한은 평화적으로 무장해제되지 않을 것이다. 무력으로 북한을 비핵화하는 것은 위험부담이 따르지만 다른 대안은 치명적일 것이다.
