[WT논평] The Russian intent to stop oil development in the U.S.

More than two years ago, several independent researchers, investigative journalists and columnists began providing evidence and reporting on apparent funds from Russian government-controlled entities funneling into U.S. environmental groups. The Russian intent was to help the political action activities of the environmental lobby to stop, or at least delay, oil and gas development in the United States.

The Russian government is highly dependent on the revenues coming from oil and gas exports, and it is clearly in its national interest to do what it can to keep the price of oil high. Many in the press and the administration are allies of the environmental groups that were recipients of the Russia money, so the potential for substantial and extensive violations of U.S. laws were ignored by many news outlets and the Justice Department.

Suddenly, with the revelations that Russians and other foreign interests are hacking into political party emails, and perhaps voting machine systems, there has been a newfound concern that foreign interests maybe doing illegal things to alter election and policy outcomes. The fact is that the “hacks” are nothing more than another way for foreign interests to affect U.S. political processes ― like the contributions to the environmental groups.

There is evidence that the monies the Russians spent on the U.S. and other environmental groups did indeed slow oil and gas development, thus keeping petroleum products prices higher than they would have been otherwise.

The result ― American consumers were raked over to the tune of tens of billions of dollars, thus reducing real living standards ― all because a politicized Department of Justice failed to do its job. It will be interesting to see if their FBI and the Justice Department investigations will extend to the corrupt enrichment of their own political friends.

석유개발 반대운동에 자금을 대는 러시아

2년여 전에 몇몇 중립적인 조사자들과 탐사보도진 및 칼럼니스트들은, 러시아 정부 통제 하의 공사 기관들이 제공한 것이 분명한 자금이 미국의 환경 단체들로 흘러든 증거를 제시하면서 보도를 시작했다. 러시아의 의도는 환경 로비단체들이 정치 활동을 통해 미국의 석유 및 천연가스 개발을 중지 혹은 적어도 지연시키도록 돕는 것이었다.

러시아 정부는 석유 및 천연가스 수출 수입에 고도로 의존하고 고유가 유지를 위해 가능한 모든 조치를 취하는 것이 국가 이익에 도움이 되는 것이 분명하다. 미국 언론과 행정부 안에 있는 많은 사람들은, 러시아 돈을 받은 환경단체들의 동조세력이므로 실질적이고도 광범한 미국 법률 위반의 가능성이 다수의 언론매체들과 법무부에 의해 외면되고 있다.

러시아와 여타 외국 이익집단들이 미국 정당의 이메일과 어쩌면 투표 집계기 시스템을 해킹한 사실이 드러남에 따라 외국 이익집단들이 선거 및 정치의 결과를 바꾸려고 불법행위를 저질렀을 가능성에 대한 새로운 우려가 갑자기 제기되었다. “해킹”은, 외국 이익집단들이 환경 단체들에 제공하는 헌금처럼 미국 정치과정에 영향을 미치는 또 다른 방식일 뿐이다.

러시아 사람들이 미국 및 다른 환경 단체들에 지출한 자금이 실제로 석유 및 천연가스의 개발을 늦추고 따라서 각종 석유제품의 가격을, 그렇지 않은 경우보다 더 높게 유지한 증거가 존재한다.

그 결과 미국 소비자들은 무려 수백억 달러의 돈을 수탈당했고 따라서 실질 생활수준이 저하되었는데 이는 모두 정치화된 법무부가 본연의 업무를 다하지 못했기 때문이다.

연방수사국과 법무부의 수사가, 자기네 정치적 친구들의 부패한 부의 축적에까지 미칠 것인지 지켜보는 것도 재미있을 것이다.
