[WT논평] The political class failed to defend freedom of speech.

Do you support free speech? How about free speech for climate change skeptics? For homophobes? For racists? For sexists? For white males? For even Donald Trump? Those who defend free speech, as did the American Founding Fathers, understand it is not about defending speech you agree with, but defending speech you disagree with. Without free speech, there is no liberty.

The State Department diversity officer, John Robinson, has just warned the staff that they may be penalized for engaging in “microaggressions,” which include jokes or other comments that someone who hears them may find offensive. In other words, whatever you hear may be considered a microaggression if you choose to be offended. Such vague and infinitely elastic laws and regulations are the bread and butter of all totalitarian regimes.

Lavrentiy Beria (Joseph Stalin’s head of the NKVD, a predecessor of the KGB) was quoted as saying to Stalin, “You name the person and I will find the crime.” The “crime” of microaggression has already been used to stifle and prosecute speech by those who have contrary views in several left-leaning universities, and now it is coming to the federal government.

Which do you find more offensive, a person advocating socialism or a person telling jokes about one-eyed people? Socialism is an ideology that has resulted in governments killing more than 200 million of their own citizens in the last century. It is based on coercion rather than liberty. It demands involuntary servitude. Having spent considerable time in socialist countries and seen the human wreckage that results, I am offended by the ignorance or venality of those who engage in the microaggression of advocating socialism.

당신은 언론자유를 지지하는가. 기후변화에 회의적인 사람들의 언론자유는 어떤가. 동성애를 혐오하는 사람들은 어떤가. 인종차별주의자들은 어떤가. 성차별주의자들은 어떤가. 백인 남성들은 어떤가. 심지어 도널드 트럼프는 어떤가. 미국의 건국시조들이 그랬던 것처럼 언론자유를 수호하는 사람들은, 언론자유가 당신이 찬성하는 발언의 옹호 문제가 아니라 당신이 동의하지 않는 발언을 옹호하는 문제란 점을 이해한다. 언론자유 없이는 자유가 존재하지 않는다.

미 국무부의 다양성 담당 관리인 존 로빈슨은 듣는 사람이 불쾌하다고 생각할 가능성이 있는 농담이나 다른 견해 표명을 포함하는 ‘사소한 침해적 차별 발언’에 가담할 경우 처벌받을 가능성이 있다고 얼마 전 자기 직원들에게 경고했다. 다시 말해서 당신이 모욕당했다고 선택할 경우 당신이 듣는 모든 발언이 사소한 침해적 차별 발언으로 간주될 수 있다. 그처럼 애매하고 무한히 탄력적인 법과 규제는 모든 독재정권이 일용하는 양식이다.

이오시프 스탈린의 구소련 비밀경찰(KGB의 전신) 두목 라브렌티 베리아는 스탈린에게 “사람 이름만 대면 내가 범죄를 찾아낼 것이다”라고 말한 것으로 인용된다. 사소한 침해적 차별 발언의 ‘범죄’는 몇몇 좌편향 대학교에서 반대자들이 상대방의 발언을 억제하고 박해하는 데 이미 사용되고 있으며 지금은 그 풍조가 연방정부에 닥쳐오고 있다.

당신은 어느 쪽이 더 불쾌하다고 생각하는가. 사회주의를 옹호하는 사람인가, 아니면 필자 같은 애꾸눈에 관한 농담을 하는 사람인가. 사회주의는 지난 세기에 여러 정부가 자국 시민 2억명 이상을 살해하는 결과를 초래한 이념으로 자유보다는 강압에 바탕을 두고 비자발적인 노예상태를 요구한다. 여러 사회주의국가에서 상당한 시간을 보내면서 그 결과로 인한 인도적 파멸의 잔해를 본 필자는 사회주의를 옹호하는 사소한 침해적 차별 발언을 일삼는 자들의 무지나 무절제에 불쾌감을 느낀다.
