DiBacco (professor emeritus at American University) On this date in 1914, in his second annual address to Congress, President Wilson signaled to the world that the significant role that his White House predecessor, Theodore Roosevelt, had carved out for the United States as a strong military power was being relinquished. No matter that TR had built up the American Navy and displayed it on a global cruise in 1907, Wilson, at the beginning of World War I, washed his hands of a strong presence abroad.

The result of Wilson’s naivete was that the United States entered the war too late to have an effect on an Allied victory instead of a mushy armistice, with the resulting peace treaty marred by Wilson’s wishful thinking. Little wonder that the vacuum in exerting power politics resulted in Adolf Hitler’s challenge to world order within two decades.

Even after the British luxury liner, the Lusitania, was sunk by German submarines in May 1915, killing more than 1,000 passengers, including Americans, Wilson preferred fatuous comments to sensible action: “There is such a thing as a man being too proud to fight. There is such a thing as a nation being so right that it does not need to convince others by force that it is right.”

To be sure, American entry into World War II put an end to such nonsense, and the nation became the world leader, utilizing a simple, but powerful strategy, namely, “unconditional surrender” to impose on the Axis powers.

Subsequently, with the rise of the Soviet Union as a nuclear threat to world disorder, American presidents of both parties adhered to the sensible argument of diplomat, George Kennan, to the effect that Soviet force be met with counterforce, eventually leading to the defusing of Soviet aggression. The union ensured both peace and prosperity.

The tragedy of the Obama administration is that it has not only turned its back on the tradition of the United States as the leading nation to promote world order but that it has criticized that legacy, even offering apologies for our history. To Mr. Obama, foreign policy consists of his touring the world, meeting with national leaders, coming home, and interpreting his unctuous, sashaying tour as a tour de force. His guiding light in dealing with adversaries, such as Iran, is concession, so as to effect a deal, no matter that it may not be in the best interests of the United States.

Little wonder that 53 percent of Americans, in a Gallup poll earlier this year, believed that other countries across the world don’t respect Mr. Obama.

지난 1914년 오늘 미국 대통령 윌슨은 자신의 두 번째 연례 상하원합동연설에서 그의 백악관 전임자 시어도어 루스벨트 대통령이 부각시켰던 군사 강대국으로서의 중요한 미국의 역할을 포기한다는 신호를 세계 사람들에게 보냈다. 루스벨트 대통령이 미국 해군을 강화하고 1907년 세계 순항으로 해군력을 제아무리 과시했어도 윌슨은 제1차 세계대전 시작 때 강력한 미군의 해외 주둔에서 손을 씻었다.

윌슨의 짧은 생각의 결과는, 그의 희망적인 생각에 의해 망쳐진 평화조약의 원인이 된 어정쩡한 휴전 대신에 연합군의 승리를 거두기에는 미국이 너무 늦게 참전한 것이다. 무력외교 행사의 공백이 결과적으로 20년 뒤 아돌프 히틀러의 세계 질서에 대한 도전을 초래한 것은 별로 놀라운 일이 아니다.

영국의 호화여객선 루시타니아호가 1915년 5월 독일 잠수함들에 의해 침몰당해 미국인들을 포함한 1000명 이상의 승객들이 살해당한 후에조차도 윌슨은 지각 있는 조치에 관한 얼빠진 견해를 선택했다. “어떤 사람은 자존심이 너무 강하여 싸우지 않는 경우가 있다. 어떤 나라는 너무나 올바르기 때문에 자국이 옳다는 것을 무력으로 다른 나라들에 납득시킬 필요가 없는 경우가 있다.”

미국의 제2차 세계대전 참전이 윌슨의 그런 헛소리에 종지부를 찍은 것이 분명하며 미국은 단순하지만 강력한 전략 즉 추축국들에 요구한 ‘무조건 항복’ 전략을 활용함으로써 세계를 이끄는 나라가 되었다.

그 뒤 핵무기로 세계 질서를 위협한 구소련의 상승으로 미국의 양당 대통령들은 소련의 무력에 무력으로 대항해야 한다는 취지의 발언을 한 조지 케넌 소련 전문 미국 외교관의 지각 있는 주장에 굳게 따랐고 결국 소련 침략의 뇌관을 제거하게 되었다. 이런 단결이 평화와 번영 모두를 보장했다.

오바마 행정부의 비극은, 세계 질서를 선양하는 세계 지도자로서의 미국의 전통에 등을 돌렸을 뿐 아니라 그 유산을 비판하고 심지어 미국의 지난 역사에 대해 사과를 자청한 점이다. 세계 순방여행을 하면서 각국 지도자들과 회담하고 귀국하여 겉이 번지르르한 과시적인 여행을 역작이라고 해석하는 것이 오바마 식의 외교정책이었다. 이란 같은 적들에게 대처함에 있어서 그를 안내한 불빛은, 미국의 최선의 국가이익에 전혀 도움이 안 될지라도 그에 구애받지 않고 적국과의 거래를 성사시키기 위해 미국이 양보하는 것이었다.

올해 초에 실시된 갤럽여론조사에서, 세계의 다른 나라들이 오바마를 존경하지 않는다고 믿는 미국인의 비율이 53%로 나타난 것은 별로 놀라운 일이 못 된다.
