[WT논평] Russia’s dangerous Arctic adventurism

By Stephen Blank (fellow at the American Foreign Policy Council) Today the world continues to focus on Moscow’s brazen aggression in Ukraine and its blatant disregard for international law. However, Russia’s imperial delusions and energy dependence are also creating major problems elsewhere in the world, including in the Arctic ― a vast, energy-rich region where the Kremlin has both great ambitions and is pursuing dangerous policies.

Despite its superpower pretensions, Russia remains a poorly developed state with a unidimensional economy that is extremely dependent on oil and natural gas, and saddled with often difficult-to-access energy deposits costing billions to exploit. An increasingly stagnant economy has only widened the disconnect between Moscow’s ambitions and its economic capabilities. Rather than undertaking deep economic reforms (which would also require significant political change), the Kremlin has opted to pursue new sources of energy and to continue with a massive military modernization program designed to meet what are clearly inflated threats.

In pursuit of both goals, Russia has naturally focused on the Arctic. The region’s fragile, endangered and difficult ecosystem reportedly contains approximately one-quarter of the world’s undiscovered fossil-energy sources. To date, Russia has been far ahead of the other states that border the Arctic (particularly the eight Arctic Council members) in exploring the region. According to a recent study by the Council on Foreign Relations, of the 60 oil and natural-gas fields discovered in the Arctic, 43 are in Russia, while only 11 are in Canada and six in Alaska.

As the foregoing suggests, Russia has moved aggressively to take control of much of the Arctic. From a quixotic claim to vast parts of the Arctic seabed (a Russian deep-diving minisubmarine planted a flag on the ocean floor at the North Pole in 2007) to an exclusive claim to the 1,200-mile-long Lomonosov Ridge, Moscow has defied not only international legal norms, but also environmental prudence and the technological reality of Arctic energy exploration in making aggressive military moves designed to intimidate its regional neighbors.

Not only has Russia enormously increased its overall military expenditures, it also rapidly has begun to reopen and strengthen all of its Arctic military bases. Russian President Vladimir Putin has specifically instructed his military to pay strong attention to the Arctic, declaring that Russia required “every lever for the protection of its security and national interest there.”

오늘날 세계는 모스크바의 노골적인 우크라이나 침공과 뻔뻔스런 국제법 경시에 계속 초점을 맞추고 있다. 그러나 러시아의 제국주의적 환상과 에너지 의존 또한 세계의 여타 지역에서 여러 가지 중대한 문제를 만들고 있다. 그런 지역 가운데 포함되는 북극 지역은 방대한 에너지의 보고인데, 크레믈은 이 지역에 대한 큰 야심을 품은 채 위험한 여러 가지 정책을 추진하고 있다.

러시아는 초강대국을 자처하고 있음에도 가난에서 아직 벗어나지 못한 선진국으로서 1차원적인 이 나라 경제는 석유와 천연가스에 극도로 의존하고 있다. 러시아의 매장 에너지 자원은 흔히 수십억달러의 발굴 비용이 들어가는 난개발 지역에 있다. 갈수록 침체되는 경제는 모스크바의 야심과 경제적 역량 사이의 간격만 벌려놓았을 뿐이다. 또한 크레믈은 중대한 정치적 변화가 필요한 경제의 심도 깊은 개혁보다는 새로운 에너지 공급원을 찾고, 부풀린 것이 명백한 각종 위협에 대처하기 위해 고안된 대규모 군사 현대화 계획의 추진을 계속하는 편을 선택했다.

이 두 가지 목표를 추구하는 과정에서 러시아는 자연히 북극에 초점을 맞추었다. 연약하고 위험에 처해 어려움을 겪는 이 지역 생태계는 세계의 미발견 화석연료 공급원의 대략 4분의 1을 포함하는 것으로 알려져 있다. 북극 지역에 국경을 맞대고 있는 다른 나라들, 특히 8개 북극위원회 회원국들보다 이 지역 탐사에서 현재까지 러시아가 크게 앞서 있다. 국제외교협회의 최근 연구에 따르면 북극 지역에서 발견된 60개의 석유 및 천연가스 유전 가운데 43개가 러시아 지역에 있으며, 불과 11개만 캐나다에 속하고 6개는 알래스카에 있다.

앞선 내용이 암시하듯이, 러시아는 북극의 많은 부분을 통제하기 위해 적극적인 조치를 취해 왔다. 북극 해저면의 방대한 부분에 대한 얼토당토않은 주장에서부터 길이 2320㎞의 로모노소프 해령에 대한 배타적 소유권 주장에 이르기까지 모스크바는 국제적인 법적 규범에 도전할 뿐만 아니라, 지역의 이웃 나라들을 겁주기 위해 고안된 적극적인 군사행동을 취하는 과정에서 환경상의 분별과 북극 에너지 개발의 기술적 현실마저도 거부한다.

러시아는 군사 지출 총액을 엄청나게 증액했을 뿐만 아니라 또한 자국의 북극 군사기지 전체를 재가동하여 강화하는 조치를 신속하게 취하기 시작했다. 블라디미르 푸틴 러시아 대통령은 러시아가 “북극의 안전 보장 및 국가이익 보호를 위해 모든 수단을” 필요로 한다고 선언하는 한편 북극에 강력한 관심을 기울이도록 자국 군대에 특별 명령을 내렸다.
