[WT논평] An act of economic strangulation

Do you know why the U.S. economy shrank almost 3 percent in the first quarter of this year? When the news of the dreadful gross domestic product (GDP) number came out last week, many were surprised, but none were more surprised than the folks in the Obama administration. Many of their supporters had been saying this was the year of a real economic recovery.

The quick reaction was to blame the bad GDP numbers on the weather, and it is true that much of the country did have record cold temperatures, but in all likelihood the weather was only a minor factor. (It is rather ironic that the president blames the bad economy on the cold weather, while at the same time he is running around the country saying we have to spend many more tax dollars to prevent warmer weather a hundred years from now. Misplaced priorities?) The excuse-making by the president reminded me of how the rulers of the Soviet Union used to blame bad economic news on the weather ― 70 years of bad weather.

However, serious economists such as professor Casey Mulligan of the University of Chicago have better explanations for the downturn. Mr. Mulligan has carefully documented both the explicit and implicit new taxes in Obamacare, many of which came into effect during the first quarter of this year. An implicit tax is a reduction in benefits going to workers, which reduces the rewards for working. Mr. Mulligan argues that Obamacare adds “about six points to the marginal tax rate faced, on average, by workers in the economy. Let’s not be surprised that, as we implement a new law that taxes jobs and incomes, we are ending up with fewer jobs and less income.”

Economic forecasters are downgrading their outlook for the U.S. economy this year. Yet the administration blames others for these mostly self-created economic headwinds. The United States has the highest corporate tax rate in the world among developed countries. Officers of companies that can produce and sell goods and services in many countries fail in their fiduciary responsibilities if they choose to headquarter them here, other things being equal, when they could save two-thirds or more on their corporate tax bill by moving out of the United States. As a result, almost every week there are announcements of companies moving out of the U.S., which over time will mean fewer jobs, reduced research and development and less total tax revenue. The obvious solution is to reduce the U.S. corporate tax rate to a globally competitive level.

미국 경제가 올해 1분기에 거의 3% 줄어든 이유를 독자는 아는가. 지난주에 끔찍한 국내총생산(GDP) 수치에 관한 뉴스가 나왔을 때 많은 사람들이 놀랐다. 그러나 오바마 행정부 관계자들처럼 놀란 사람은 아마도 없었을 것이다. 오바마 행정부를 지지한 사람들 가운데 다수는 올해 미국 경제가 실질적으로 회복될 것이라고 말해왔다.

이런 성장 부진 발표에 대한 신속한 반응은 나쁜 GDP 수치를 기후 탓으로 돌리는 것이었다. 이 나라의 대부분이 차가운 기온을 기록한 것이 사실이지만 십중팔구 기후는 작은 요인에 불과하다.(대통령이 지금부터 100년 뒤에 기후가 더욱 더워지는 것을 막기 위해서 우리가 훨씬 더 많은 세금을 지출해야 한다고 말하며 전국을 바쁘게 돌아다니면서 경제 부진의 탓을 차가운 날씨 탓으로 돌리는 것은 상당히 역설적이다. 우선순위가 잘못된 것이 아닐까.) 대통령이 기후 핑계를 대는 것을 본 필자는 구소련의 통치자들이 경제 부진 뉴스를 흔히 기후 탓으로 돌린 일이 생각났다. 구소련에서는 70년 동안 기후가 나빴다.

그러나 시카고대의 케이시 멀리건 교수 같은 진지한 경제학자들은 경기하강에 대해 더 나은 설명을 제시한다. 멀리건은 오바마 건강보험 내의 여러 가지 새로운 직접 및 간접 세금을 세밀하게 문서로 작성했다. 이런 세금의 다수가 올해 첫 분기에 효력을 발생했다. 간접 세금은 근로자들에게 돌아가는 각종 수당의 축소인데 이로 인해 근로의 보수가 줄어든다. 오바마 건강보험은 “경제 내에서 근로자들이 당면하는 한계세율을 평균 대략 6포인트 추가시킨다. 일자리와 소득에 세금을 부과하는 새로운 법을 우리가 시행함에 따라 일자리와 소득이 줄어드는 결과를 빚고 있기 때문에 이런 결과에 놀라지 말자”고 멀리건은 주장한다.

경제를 전망하는 전문가들은 올해 미국 경제의 전망치를 낮추고 있다. 그러나 미 행정부는 자기네가 대부분 자초한 이런 경제적 역풍을 다른 사람의 탓으로 돌린다. 미국은 선진국가들 가운데서 세계 최고의 법인세율을 적용한다. 많은 나라에서 상품과 서비스를 생산하고 판매할 수 있는 기업들의 중역들은, 다른 모든 조건이 동등하고 미국 밖으로 본사를 옮김으로써 법인세 고지서 청구액을 3분의 2 혹은 그 이상을 절약할 수 있을 때 본사를 국내에 두기로 선택하는 것은 재정상의 책무 이행을 못하는 것이다. 그 결과, 거의 매주 기업들이 미국을 떠난다는 발표가 나오고 있다. 이는 시간이 지남에 따라 일자리 감소, 연구개발의 축소, 세금 총수입의 감소를 의미할 것이다. 분명한 해법은 미국의 법인세율을 세계적 경쟁력 수준으로 낮추는 것이다.
